The effects of motorbike riding, knowledge of the law and infrastructure make driving in Vietnam chaotic.
Is there a gap in driver training?
Mr. Nguyen Manh Thang: I think this is an inadequacy in training. I object to the state of many theories to pass, the teacher only gives students tips to answer which questions are correct. They focus on practical driver training but forget about driving ethics and culture. There are many people who hold a driver’s license in their hand but still ask for an extra chaperone, a tutor to teach extra driving on the road.
What to do to attract people to take the train?
Mr. Tran Huu Minh: If the space to access the tram is not good, the billion-dollar project cannot be effectively promoted. Solutions need to be implemented synchronously and persistently by local authorities. Public transport organization must be really good.
Public and private transport are not mutually exclusive. The way to develop is to harmonize the two, not to develop one and destroy the other.
Land fund for traffic in Hanoi and Ho Chi Minh City is only 6-7%
Mr. Tran Huu Minh: Normally in urban areas with good infrastructure connecting vehicles, the land fund for the transportation system is about 20-25%, in the US about 40-42%. In Hanoi and Ho Chi Minh City, the number is only about 6-7%. Coupled with double-digit car ownership growth, congestion will therefore still increase if the city government does not have mass transit.
Countries around the world still have problems like in Vietnam, but they have synchronous solutions to reduce traffic pressure. Instead of a 3-4 hour traffic jam, the congestion could be only 10-15 minutes. The acts of encroaching on the lane, honking the horn will not be.
Inadequacies in traffic planning
Mr. Nguyen Manh Thang: If the driver feels inadequate about the space to use the car, he should consult the authorities. This way creates conditions for people to participate in traffic more legally.
The driver violated the traffic law because the sign was hidden
Mr. Le Thanh Dung: In this case, the traffic police can consider but not exempt the driver from the responsibility. If the driver feels inadequate, the driver can complain or sue about the situation.
People violate traffic by consciousness?
Mr. Tran Huu Minh: Non-compliance, arguing, quarreling, non-cooperation, even assaulting when a traffic violation occurs are all bad behaviors, even violations of the law. Perception, people may not change, but the legislative environment, traffic organization infrastructure… can make them change their behavior when participating in traffic.
I personally think that people always want to follow the traffic law. If the traffic system is properly constructed and organized, the driver will not violate the law. Therefore, the responsibility of the people is one part, the other part is the organization, planning, development and use of space for traffic.
Using alcohol while participating in traffic, this is an ongoing situation. In addition to legal regulations, drastic and continuous law enforcement, plus communication work will help reduce alcohol use when participating in traffic, towards an end.
Mr. Le Thanh Dung: When the functional forces check, if sanctioning, it is necessary to provide evidence of violations. On the contrary, the people also have the right to supervise the working process of the functional forces. But there are also some people who, for personal purposes, use technological devices to record videos, express opinions and argue without grounds. For example, talking about greetings or other things of the traffic police without proving that they did not violate, this is not advisable.
When an individual provokes or entices others to not comply with traffic laws and regulations on registration, they may be subject to administrative sanctions.
Inhibited driving is not advisable
Mr. Nguyen Manh Thang: Having fun behind the wheel will make driving safer. On the contrary, we inhibit in humans, driving is very prone to accidents. All things complicated we should make them simple.
Mr. Le Thanh Dung: All acts of misunderstanding and misinterpretation of the law greatly affect traffic culture. A lot of people told me that the yellow light is still passable but that is not true, it is a warning light to wait in front of the road line.
The meaning of flashing car lights in Vietnam goes against other countries
Mr. Tran Huu Minh: Just teaching driving is not enough. There are many things that determine their behavior in traffic. To create people with good traffic culture, the first thing is education: from families, schools or driving schools.
Statistics in Vietnam as well as in the world, women may not be equal to men in terms of skills, but overall, they are a safer group of drivers. Out of 100 cases of driving while drinking, men account for 97%.
Flashing rules: In Vietnam, flashing lights is asking for directions and moving forward, most countries in the world are stopping or giving way to others. I think behavior in Vietnam must change, because if you have asked for a way, it is necessary for others to decide whether to pass or not.
