The Ho Chi Minh City Public Security Bureau of Investigation has received 6 criminal denunciations from citizens related to raising charity money from some artists.
Explaining to the National Assembly on the afternoon of November 10, Minister of Public Security To Lam said that donation and relief activities will take place in the central region in 2020. The authorities are classifying these six denunciations according to procedure of the Criminal Procedure Law.
The Criminal Police Department continues to coordinate with banks to review and identify accounts that have mobilized charity money to clarify the receipt and disbursement process; coordinate with People’s Committees at all levels and the Fatherland Front of Nghe An, Ha Tinh, Quang Binh, Quang Tri, Thua Thien Hue, Quang Nam and Quang Ngai provinces to clarify related issues.
The Department has worked with a number of individuals and organizations to request information.
Through reviewing and grasping the situation, the Ministry of Public Security proposes to study and amend regulations on mobilizing, receiving, allocating and using voluntary donations when natural disasters, serious incidents, patients with dangerous diseases, in the direction of supplementing regulations to make this activity transparent.
Also at the questioning session this afternoon, Minister of Labor, Invalids and Social Affairs Dao Ngoc Dung, said that recently, the Government has issued Decree 93/2021 on donation and relief, replacing Decree 64/2008. , clarify principles, criteria, ways of doing charity, advocacy.
The 2008 decree just stopped at the regulation on the focal point for implementation…, did not specify how to mobilize donations, mobilize and organize the distribution of charity money.
“We believe that after December 11, when Decree 93 takes effect, charity and volunteering activities will come into order,” the minister said.
