The director of the Ho Chi Minh City Department of Natural Resources and Environment said that he would focus on solving problems and developing plans to publish about 40,000 pink books for apartments by 2023.

On March 13, at the event “People ask – the government answers” on the topic of the management and use of apartment buildings, Mr. Bui Ngoc Minh, Director of Minh Thanh Company, said that the application for publishing a pink book to residents in the Minh Thanh (District 7) apartment project encountered problems due to confusion in determining residential or commercial land.

According to him, the leaders of the city and district 7 have held many meetings to complete the project, but to no avail, the residents are very restless.

Linh Dong’s 4S apartment building occupant is frustrated because it has been 8 years since the pink book has not been published.

While attending this morning’s program, Mr. Thanh was informed by the District 7 People’s Committee that the project land is residential land. “I asked the Department of Natural Resources and Environment (TN-MT) to immediately complete the related procedures for companies to submit pink books for residents. The delay causes the commercial value of the apartments to decline and residents find it difficult to buy, sell, transfer or borrow from banks,” said Mr Thanh.

Meanwhile, Ms. Ho Thi Vinh, a resident of the Lexington (Thu Duc city) apartment building, said that residents in many apartments in the city have not yet received the pink book, but the fault is not with the person. “The city has a policy of removing barriers, but so far there have been no results, causing frustration among the people. What solutions does the city of the future have to achieve justice and protect the legitimate interests of the population?” – asked Mrs. Vinh.

According to a survey by the Ho Chi Minh City People’s Council Urban Council, the Moonlight apartment building (Thu Duc city) is also hot on the issue of pink books and apartment maintenance costs.

Responding to voters’ opinion, Mr. Nguyen Toan Thang, Director of the Department of Natural Resources and Environment of Ho Chi Minh City, said that since the 2013 Land Law came into effect, there have been 232 housing projects in the city and the authorities have published a pink book. in 71,000 apartments.

This proves that all eligible housing projects are completed by the city. Currently there are 50,000 apartment units that have not been awarded, of which there are 2 major groups of problems that the city focuses on to solve every week.

First, many construction projects are illegal. The Department of Natural Resources and Environment is coordinating with the Department of Construction to deal with 6 illegal housing projects for the receipt and publication of the pink book.

Second, project investors have not fully fulfilled their responsibilities. When the project is completed, legal documents and issues relating to financial obligations must be submitted.

“Investors don’t submit applications, the State can’t handle them. In the past, we have sanctioned many cases of late submission. The City People’s Committee has directed and we firmly speed up the publication of the pink book to the people. “- Pak Nguyen Toan Thang asserted .

People have been living in since 2014 but until 2020 new investors will be filing pink books for residents.

Another idea, according to Mr. Nguyen Toan Thang, when organizing construction, investors have the right to mortgage the project to get capital for the construction organization. But make sure that when construction is complete, you will have to release the mortgage at the bank and apply for books. “Currently, there are 60 bank mortgage projects in the city, we also propose to immediately release the mortgage to submit documents to State agencies to carry out the procedure for granting certificates to people” – Mr. Nguyen Toan Thang stressed.

According to the Director of the Department of Natural Resources and the Environment, the city used to have more than 70 housing projects related to the determination of additional financial obligations to meet the pink book requirements, so far there are 43 projects. The Lexington apartment case mirrored by voter Ho Thi Vinh is in this project group. “The city is directing to do so quickly and we will soon calculate the additional financial obligation to publish the pink book to people on this project” – Mr. Than is committed.

Regarding the Minh Thanh apartment project, Mr. Nguyen Toan Thang said there were legal issues with the land. Recently, the leaders of the Municipal People’s Committee urged and directed many units to urgently complete and identify the project land as residential land. The Minh Thanh apartment project has sufficient facilities to carry out book publishing procedures.

“The Standing Deputy Chairman of the Le Hoa Binh City People’s Committee has directed the Construction Department to have a plan to publish the pink book to the people in particular annually, quarterly, monthly and closely monitoring. We have made plans for In 2023, about 40,000 books will be issued. Any problems will be removed and resolved to immediately publish the pink book to the population “- Mr Nguyen Toan Thang committed.

According to the HCM City Construction Department, there are 1,557 apartments in the city, including 474 older apartments built before 1975 and 1,083 new apartments. To date, the city has renovated and repaired nearly 200 apartments built before 1975 for a total approved investment of 275 billion VND, dismantling many of the damaged apartments.
