Accordingly, 8 subjects are proposed to adjust pensions, social insurance benefits and monthly allowances, including:

Cadres, civil servants, workers, civil servants and employees (including those who had participated in voluntary social insurance, retirees from the Nghe An farmer social security fund which were transferred based on Decree No. 41/2009/QD-TTg dated 16/3/2009 from the Prime Minister ); TNI, Polri, and Sandi who received monthly pensions before July 1, 2019.

The commune, kelurahan and township officials specified in Decree no. 92/2009/ND-CP dated October 22, 2009, Decree No. 121/2003/ND-CP dated October 21, 2003 and Decree No. 09/1998/ND-CP dated January 23, 1998 from the Government who is enjoying a pension and monthly allowance before July 1, 2019.

Persons who receive a monthly allowance for loss of working capacity as provided for by law; people who receive monthly allowances based on Decree No. 91/2000/QD-TTg dated August 4, 2000, Prime Minister Decree No. 613/QD-TTg dated 6 May 2010; rubber workers enjoying monthly benefits before 1/7/2019.

Commune, kelurahan and kecamatan officials who receive monthly allowances in accordance with Government Council Decree No. 130/CP dated June 20, 1975 and Decree No. 111-HDBT dated October 13, 1981 Council of Ministers before 7/1/2019.

Soldiers who are enjoying the monthly allowance according to Decree No. 142/2008/QD-TTg dated 27 October 2008, Decree no. 38/2010/QD-TTg dated 6 May 2010 Prime Minister before 1 July 2019.

The People’s Security Service receives a monthly allowance based on Prime Minister Decree No. 53/2010/QD-TTg dated 20 August 2010 by the Prime Minister before 1 July 2019.

Soldiers, people’s police, people who do code work receive salaries such as soldiers and people’s police who receive monthly allowances according to Government Decree No. 62/2011/QD-TTg dated November 9, 2011. Prime Minister before July 1, 2019.

Persons who receive work accident and occupational disease benefits every month before July 1, 2019.

For subjects who enjoy the social security system from October 1, 1995 onwards, including those who are enjoying pensions and monthly allowances according to Decree No. 92/2009/ND-CP dated October 22, 2009, Decree No. 121/2003/ND-CP dated October 21, 2003 and Government Decree No. 09/1998/ND-CP dated January 23, 1998 which is guaranteed by the social security fund. The number of adjusted subjects at the time of June 2019 was estimated at 1,872,046 people, it is expected that the additional funding in 2019 (6 months) is VND 4,335 billion.

For commune, sub-district and sub-district officials who receive monthly allowances in accordance with Government Council Decree no. 130/CP dated June 20, 1975 and Decree No. 111-HDBT dated 13 October 1981 from the Council of Ministers, adjustment funds were collected from local funding sources.

For TNI members who are currently enjoying monthly allowances according to Decree No. 142/2008/QD-TTg dated 27 October 2008, Decree No. 38/2010/QD-TTg dated 6 May 2010 from the Government of the Prime Minister; the people’s police enjoy a monthly allowance based on the Prime Minister’s Decree No. 53/2010/QD-TTg dated 20 August 2010; Soldiers, State Civil Apparatus and people who do code work receive the same salary as members of the military and the people’s police who receive monthly allowances according to Government Decree No. 62/2011/QD-TTg dated November 9, 2011. The Prime Minister is guaranteed by the State Budget.
