Hanoi sets up a working group to find investors to rebuild a series of old apartments

The working group will study and finalize regulations on criteria for selecting investors, specific mechanisms and policies within the city’s authority on renovation and construction of apartment buildings according to regulations.

The Hanoi People’s Committee has just issued a decision on the establishment of a working group of the city to study and finalize regulations on renovation and reconstruction of apartment buildings.

The working group has 25 members led by the Director of the Hanoi Department of Construction Vo Nguyen Phong.

The working group is responsible for studying and completing regulations on criteria for selecting investors, specific mechanisms and policies within the city’s authority on renovation and construction of apartment buildings in accordance with Decree No. Decree No. 69/2021/ND-CP dated July 15, 2021 of the Government on renovating old apartment buildings and other relevant regulations.

Regarding this issue, according to the plan to renovate and rebuild old apartment buildings in the first phase, Hanoi renovated and rebuilt 6 apartment blocks and apartment projects (with D-class dangerous houses). ).

Specifically, in Ba Dinh district, there are: Giang Vo dormitory area (house C8); Thanh Cong Dormitory (G6A House); Ngoc Khanh dormitory area (House A); Ministry of Justice dormitory (2 gable units at D level); House 148-150 Son Tay. Dong Da district has house 51 Huynh Thuc Khang.

The city requires the People’s Committee of Ba Dinh District and the People’s Committee of Dong Da District to be responsible for removing people from buildings in the first quarter of 2022.

During the project implementation, the city plans to use the housing fund resettled about 4,433 apartments. The city also plans to build new settlements at Den Lu 3 immigration areas (Hoang Mai), Dong Hoi (Dong Anh)…

Currently, in Hanoi, there are about 1,579 old apartment buildings built between 1960-1994 and before 1954, most of them have expired, including many old and degraded apartment buildings. In which, there are many old apartment buildings and collectives located in the position of “golden land”, “diamond land”.

From 2005-2014, 19 projects have been renovated and rebuilt and 14 projects are in progress. Since 2014, after the Law at Home 2014, Decree 100/2015 was promulgated and took effect. Up to now, no new projects have been added, the implementation progress is slow and inefficient.

It can be seen that, after nearly 20 years, only 1% of old apartments in Hanoi have been renovated and repaired out of a total of more than 1,500 old apartments in the city.

The Hanoi People’s Committee plans to allocate a budget of about VND 500 billion in the 2021-2025 period to carry out the general inspection, review, inspection and quality assessment of the entire old apartment building.
