Market electric car in Vietnam is expected to develop rapidly in the near future with a series of domestic electric car models and imported cars preparing to land in the Vietnamese market. However, the question raised from consumers is whether the registration and maintenance of this type of vehicle is different from that of conventional petrol and diesel cars. In particular, the specialized agencies have prepared anything for the technical safety inspection of vehicles.

According to the leader of the Vietnam Register, registration is mandatory for motor vehicles; including petrol, oil and electric cars to be legally circulated. Vehicle owners need to bring their vehicles to motor vehicle inspection centers to carry out periodic registration procedures for electric cars in accordance with the law.

In Circular 16/2021/TT-BGTVT of the Ministry of Transport, there are mandatory regulations on inspection of technical safety and environmental protection for motor vehicles, including gasoline cars and electric cars. Registration procedures for electric cars need to be carried out periodically, vehicle owners need to prepare documents and pay all fees as prescribed by law.

Also according to the leader of the Vietnam Registry, unlike vehicles using gasoline and oil, which have a fuel combustion process that creates emissions that pollute the environment, electric cars use electric energy, so they will be ignored. Stage 4 is to check the exhaust system and protect the environment.

Particularly for electric cars, the inspection unit will conduct additional checks on components such as: battery storage system; RESS management system (if equipped); electronic converter, engine and Alternating controls, wires and connectors; traction motor; external charging system if required; car charger connector”, a leader of the Vietnam Registry Department shared.

Similar to regulations applied to petrol and diesel cars, electric cars not engaged in the transport service business will be registered: the first registration period is 30 months. From the second time, the cycle is shortened to 18 months. From the 7th year from the date of manufacture, the registration cycle is 12 months. From the 12th year, the registration period is 6 months.

Regarding the technical safety inspection process for electric cars, a representative of the Vietnam Registry Department said that in Circular 16/2021/TT-BGTVT of the Ministry of Transport, there are very strict regulations. technical safety inspection for cars in general; including electric cars. Immediately after this circular was issued, the Vietnam Register has disseminated and trained the implementation of this document for all registration centers across the country.

Talking to reporters, leaders of many motor vehicle registration centers in Hanoi affirmed that, because there is not much difference between electric vehicles and petrol and diesel fueled vehicles, the vehicle registration process for cars is not much different. Electricity does not have to be changed. Regarding personnel, the centers have also had training and exchanges to ensure that the electric vehicle registration process takes place normally. In particular, currently, the technical safety inspection process of electric cars has been uniformly regulated, so the registration centers do not face any difficulties while registering this type of vehicle.

According to Mr. Nguyen Xuan Truong, Deputy Director of the 2902V Motor Vehicle Registration Center – Hanoi (Vietnam Registry Department), from the beginning of the year until now, the center has carried out vehicle quality inspection for motor vehicles. some buses (trams) of Vin Group. Besides, there are also a few individual electric vehicles coming to the registration center for registration. In general, because there is not too big of a difference between electric vehicles and internal combustion engine vehicles (gasoline, oil), the inspectors have made the registration process of electric vehicles very convenient, quick and correct. The Vietnam Register has issued.

According to data from the Vietnam Register, the number of electric vehicles registered at registration centers across the country is still small. Up to this point, about 190 electric motor cars have been tested; in which there are 93 cars with 7 seats or less and 97 cars are buses.

According to the Vietnam Automobile Manufacturers Association (VAMA), so far, electric vehicles in Vietnam have not been used much and almost no car manufacturers have really focused on real business investment. except for the domestic car company VinFast.

In addition, the number of national standards (TCVN) and national technical regulation system (QCVN) for electric vehicles is still lacking and inconsistent compared with the standard system circulating in the world on electric vehicles. electricity. To perfect, it takes time to synchronize to catch up with the world trend.

Traffic experts see that electric cars are an inevitable trend that cannot be changed. However, in Vietnam, electric vehicles have not appeared much, so to develop electric vehicles, state agencies need to have policies to support manufacturers and users such as registration, operating location. , charging points for electric vehicles…

“Currently, electric vehicles enter Vietnam in a very small number, so there are not many traffic safety problems. However, ministries and agencies also need to coordinate to have traffic safety regulations in the near future. Besides, there are environmental problems such as battery disposal after the expiration date … “, traffic experts acknowledged.
