Proposing to ban people from dividing plots to sell plots to avoid “burying” money in the land

The revised Land Law is a hot issue of public concern. Currently, the Ministry of Natural Resources and Environment is finalizing the revised Land Law project, preparing to submit it to the National Assembly for comments at the 3rd session (opening in May).

The draft for the revised Land Law project at the National Scientific Conference to continue renewing land policy in the spirit of the resolution of the 13th Party Congress held on March 15, Prof. Dang Hung Vo – Former Deputy Minister of Natural Resources and Environment Proposed ban on “dividing plots for sale” to avoid “burying” money in the land, not promoting development.

According to the expert, the drafting agency has mentioned four times the goal of amending the Land Law, including amending the law for agricultural development, tourism real estate development, and removing bottlenecks in project land approval. housing, and solve the case that foreigners ask Vietnamese to name land plots in Vietnam. However, the bill is still macroscopic.

Meanwhile, the situation of dividing plots to sell plots promotes people to accumulate money in the land, leaving the land intact without building infrastructure for business development, in the long run will generate many consequences that will deplete resources. Therefore, Prof. Dang Hung Vo believes that it is necessary to ban the division of plots for sale, this method should only be applied in some rural areas in need of residential land for households separated from one household, not market-oriented.

In addition, the former Deputy Minister of Natural Resources and Environment also proposed to regulate “land capitalization”, which stipulates methods that can convert land into capital calculated in money. He took the successful experience of Da Nang as an example. The city has developed urban infrastructure in the poor fishermen’s hamlets between the Han River and My Khe beach, the fishermen are resettled to new fishing villages with better living conditions. After that, the government collects all the added value of land in new urban areas and invests in upgrading the old Da Nang urban infrastructure.

According to Professor Dang Hung Vo, the investment in infrastructure construction always brings additional land value, making up for all the money spent, bringing benefits to both the government and the people. Meanwhile, with the exception of Da Nang, the form of additional land value collection in Vietnam is almost being ignored.

GS expressed:I think that Vietnam needs to exploit financial resources from land through capitalization, as the main source of capital for development investment. Only then will the country’s economy stand on its own, rather than rely on foreign direct investment.”
