Subjects include Be Van Truong (born in 1993; permanent resident of Yen Than commune, Tien Yen district, Quang Ninh province), Truong Duc Duong (born in 1989; permanent resident of Xuan Khe commune, Ly Nhan district, Ha Nam province), Hoang Quoc Anh (born in 1999; permanent resident of Tien Yen town, Tien Yen district, Quang Ninh).

This is the first case of setting up a fake BTS station to spread spam messages, which has been coordinated by units under the Ministry of Information and Communications with the Department of Cybersecurity and High-Tech Crime Prevention and professional units of the Ministry of Public Security. implementation in a short time.

The Ministry of Information and Communications said that the subjects who committed the violation used telecommunications and information technology to send spam messages, service advertisements, messages introducing gambling websites, etc. to the user’s phone; does not exclude the possibility that there are authentic messages for cross-border services to Vietnam or fake messages of credit institutions and banks to deceive people.

Through preliminary research, professional units found that the equipment used by external users causes radio frequency interference, affecting the service provision of telecommunications businesses, the use of the service. of the people, it is also possible to perform some acts of extremely dangerous nature and have great impact.

Specifically, the subjects spread a very high amount of spam messages (average 80,000 messages/day/object’s device); capable of spoofing messages from state agencies, banks, impersonating mobile subscribers of organizations and individuals… to deceive people (such as fake banks asking people to provide accounts, password); spreading messages against the state, causing political and security instability.

The Ministry of Information and Communications, the Department of Cyber ​​Security and High-Tech Crime Prevention (Ministry of Public Security) advise people when receiving messages requesting to provide bank account information, messages containing content of Links, messages from a relative’s phone number asking for a loan, etc., should not follow the request of these messages or click on the links on the message to prevent being scammed by the bad guys.

Initially, the subjects claimed to have received foreigners assigned to BTS stations of unknown origin, without device name, without manufacturer information to hire to spread spam messages in areas with many people. back and forth. The acts of the subjects Be Van Truong, Truong Duc Duong, and Hoang Quoc Anh show signs of committing a crime of illegally infiltrating other people’s telecommunications networks or electronic means (specified in Article 289 of the Penal Code).
