Hanoi approves central urban underground space planning

The People’s Committee of Hanoi City has just issued a decision approving the master plan for the scale of 1/10,000 of underground construction space in the central urban area – Hanoi until 2030, with a vision to 2050.

The main research area is the central urban area of ​​Hanoi, within the administrative boundaries of 20 districts, including: Hoan Kiem, Ba Dinh, Dong Da, Hai Ba Trung, Cau Giay, Tay Ho, Thanh Xuan, Hoang Mai, Ha Dong, Nam Tu Liem, Bac Tu Liem, Long Bien, Me Linh, Dong Anh, Gia Lam, Dan Phuong, Hoai Duc, Thanh Oai, Thanh Tri and Thuong Tin.

The research area is oriented and connected in 5 satellite cities including: Soc Son, Son Tay, Hoa Lac, Xuan Mai, Phu Xuyen.

In terms of boundaries, the central urban area is bounded by Ca Lo River to the north, Bac Ninh and Hung Yen provinces to the east, and ring road 4 to the west, southwest and south. The study area is about 75,600 ha (756 km2).

Satellite urban areas include: Soc Son, Son Tay, Xuan Mai, Phu Xuyen and Hoa Lac with boundaries defined according to the Hanoi Capital Construction General Planning approved by the Prime Minister, and Construction General Planning satellite towns approved by the City People’s Committee. The total area is about 46,164 ha (461 km2).

Regarding the functional zoning for underground construction, horizontally, in the central urban area areas with potential for underground construction, including the inner city (historic inner city and expanded inner city); new high-rise development area in the North of the Red River and the East Ring 4 urban chain, projects in the green belt and at the spatial axes of West Lake – Ba Vi, Tay Ho West, West Lake – Co Loa and the area. areas along the corridors of urban railway lines.

Vertically into three layers. Shallow layer from 0 to 5 m, construction of underground technical infrastructure works, entrances to basements of works, walking tunnels; average layer of 5 – 15 m to build underground public works, underground parking; layer from 15 – 30 m deep to build underground transport system, urban railway.

The restricted area for underground construction is Hanoi Old Quarter.

In particular, it is forbidden to build and exploit underground space in Protected Area I of works and areas classified as special national monuments in central urban areas: Central area of ​​Imperial Citadel of Thang Long – Hanoi; President Ho Chi Minh’s relic site at the Presidential Palace; Temple of Literature – Quoc Tu Giam; Co Loa area; The Temple of Hai Ba Trung; Hoan Kiem Lake and Ngoc Son Temple.

Underground space includes: Underground traffic; underground public car park; underground technical infrastructure system; underground public works system; technical connection and underground space connection.

Forecast of resources for implementation from domestic and foreign capital sources, through ODA project loans, issuance of capital construction bonds to build underground urban railway lines; public investment capital from the City’s revenues and non-budget capital.

Hanoi City assigned the Department of Planning and Architecture to be responsible for inspecting and certifying the dossier of the General Planning for the underground construction space of the central urban center – Hanoi until 2030 with a vision to 2050. Review, adjust and supplement the planning contents of underground construction space in the planning projects and related management regulations previously issued.
