The Ministry of Industry and Trade has just issued a decision to extend the time limit for investigating the application of anti-evading measures trade defense for cane sugar products, case code AC02.AD13-AS01.

Previously, on September 21, 2021, the Ministry of Industry and Trade issued Decision No. 2171/QD-BCT investigating the application of anti-circumvention measures against trade remedies for a number of cane sugar products from Cambodia. , Indonesia, Laos, Malaysia, Myanmar.

According to the Ministry of Industry and Trade, in order to ensure that the investigation is conducted in a comprehensive and objective manner, fully considering the information provided by the relevant parties, based on Article 82 of Decree 10/2018/ND-CP detailing a number of articles of the Law on Foreign Trade Management on trade remedy measures, on March 18, 2022, the Ministry of Industry and Trade issued Decision No. 348/QD-BCT to extend the time limit for investigation. apply measures to prevent evasion of trade remedies with some cane sugar products for an additional 2 months. Therefore, the deadline for the investigation of the case is May 21, 2022.

Then, on February 9, 2021, the Ministry of Industry and Trade issued Decision 477/QD-BCT applying temporary anti-dumping and anti-subsidy tax on cane sugar products originating from Thailand.

In addition, on June 15, 2021, the Ministry of Industry and Trade issued Decision No. 1578/QD-BCT applying anti-dumping and anti-subsidy measures to a number of cane sugar products imported into Vietnam. Nam is from Thailand.

After Vietnam initiated an anti-dumping and anti-subsidy investigation on cane sugar from Thailand from October 2020 to June 2021, the customs authority’s import data shows that the amount of sugar imported from Thailand is reported as originating from the 5 ASEAN countries mentioned above in the period has increased sharply compared to the previous 9-month period.

Specifically, the import volume increased from 107,600 tons to 527,200 tons; Meanwhile, the amount of sugar imported from Thailand originating from Thailand into Vietnam has decreased by nearly 38%, from 955,500 tons to 595,000 tons.

As soon as the amount of sugar imported from some ASEAN countries (other than Thailand) showed signs of increasing, the Ministry of Industry and Trade actively consulted and supported the Vietnam Sugar Association as well as the domestic industry to collect information, data, development of dossiers requesting investigation against evasion of trade remedies with cane sugar products.

Notably, the profile of the domestic manufacturing industry has provided some information and evidence that there are signs of trade remedy evasion across the five ASEAN countries, especially the sudden increase in imports. from these countries.
