The carton of drugs was taken by Binh from a car of the Foton brand, BKS 20C – 172.73. On the trunk of the truck carrying a car of Kia brand, BKS 29C – 609.64 was driven by Hoang Duc Cuong (born in 1984, residing in sub-zone 3, Moc Chau Farm town, Moc Chau district, Son La province).

During the investigation, the accused Binh confessed: From 2002 to 2015, Binh served a sentence for smuggling, sentenced to life in prison at Ba Sao Prison, Ha Nam province, and knew an object named Tuat. . In early 2021, Binh met Tuat again and gave each other phone numbers to contact. On May 14, 2021, Tuat called Binh to introduce a source of drugs, Bao Binh found customers to sell and make a profit On the morning of May 22, 2021, Tuat went to Binh’s house to exchange drug sales. Tuat quoted Binh for selling heroin at 175 million VND/cake, Binh agreed and gave Tuat 1 billion VND in advance to order drugs.

The two sides agreed that after returning to Son La, Tuat would transfer drugs to Hanoi. Around 11am on May 23, 2021, Tuat called to tell Binh that he had bought drugs and would hide them in a cardboard box containing plums on a broken car. After that, hire a rescue car to transport to Hanoi… Tuat Bao Binh noticed the phone, when the driver called, he received it.

Around 6pm on the same day, Hoang Duc Cuong called Binh to the beginning of Thang Long Boulevard (opposite the National Convention Center) to receive the cartons sent from Moc Chau district. After that, Binh rode a motorbike with his wife, Ho Thi Minh Tam, to the meeting point to receive the carton. When he reached the beginning of Thang Long Boulevard, Binh saw Cuong’s rescue car parked, on the vehicle carrying the car BKS 29C – 609.64. Binh went to see Cuong and took the carton from the cabin of the car BKS 29C – 609.64, when Binh had just picked up the carton on his motorbike, he was checked and arrested.

Driver Hoang Duc Cuong said, Cuong works as a traffic rescue driver in the area of ​​Moc Chau district, Son La province. When Cuong was towing a car with BKS 29C – 609.64, Ta Van Tam (born in 1978, residing in Muong Sang commune, Moc Chau district, Son La province) came to see Cuong and sent a cardboard box, saying that it was a plum box to send to his family in Ha Noi. Inside, on the box was written the recipient’s phone number. After that, Cuong drove a car to Hanoi, on the way back Cuong called Binh at the phone number written on the carton, making an appointment to go to the beginning of Thang Long Boulevard to receive it.

Through the investigation, it was determined that the car BKS 29C – 609.64 belonged to Ta Van Tam. On May 23, 2021, Tam asked Viet to call and hire Cuong to take the car to Hanoi for repair. The investigating agency has repeatedly verified and summoned Pham Khac Tuat and Ta Van Tam to clarify the illegal trading of drugs, but both were absent from the locality.

For Hoang Van Cuong and Ho Thi Minh Tam, the investigation process so far has not had any documents showing that Cuong and Tam knew that Binh was illegally buying and selling drugs, so there was no basis for handling. The investigation process so far has enough evidence to determine that Pham Phuong Binh illegally traded 4,688.37 grams of heroin and 934,210 grams of ketamine.
