From the 2022-2023 school year, 10th graders study seven compulsory subjects and activities including Literature, Mathematics, Foreign Language 1, Physical Education, National Defense and Security Education, Experiential activities – career guidance Local educational content.

They chose five other subjects from three subject groups (each group chose at least one): Social Sciences (History, Geography, Economic Education and Law); Natural Sciences (Physics, Chemistry, Biology); Technology and Arts subjects (Technology, Informatics, Art – Music and Fine Arts).

According to the rules above, there are more than 100 ways to choose a combination of subjects. Le Van Luc, Principal of Thanh Mien Middle School, Hai Duong said that this approach leads to the situation that the subjects chosen by too many students are not enough teachers. On the other hand, subjects with few students will have an overabundance of teachers.

Luc said that the Thanh Mien school was short on history teachers. Teachers of English, Literature, Geography are enough. If students choose too much History, the school will be severely understaffed.

Arts, which includes Music and Fine Arts – first appearing in the 10th grade curriculum – causes many schools to worry most about a potential teacher shortage. Since these subjects were not taught in previous years, all schools do not have permanent teachers. Before the new school year, without hiring an Art teacher, the school may not be able to meet the needs of students. However, if students don’t choose to study, if they recruit, teachers won’t have jobs.

According to Mr. Luc, in order to avoid local redundancies and shortages, Thanh Mien School has built six groups for students to choose from based on the number of teachers available. These complexes are built with a focus on the natural sciences (Physics, Chemistry, Biology) or social sciences (History, Geography, Economics and legal education), then choose Informatics or Turmeric Technology.

In the early stages of implementation, the six complexes built by Thanh Mien School did not include the two subjects of Music and Fine Arts. “In the following years, based on the guidance of the Department and the Ministry, the school will gradually add teachers in the missing group to expand the complex, giving students more choices,” said Mr. Luc.

Meanwhile, Nguyen Thi Nham Huyen, Principal of Phan Dinh Phung High School (Hanoi) admitted that he had difficulties in managing personnel and the shortage of art teachers. “In the upcoming training sessions on the new program and textbooks, the school will discuss this issue with the Hanoi Ministry of Education and Training on this issue,” said Ms. Huyen.

Several other schools are considering the option of hiring teachers in college, high school arts or music teachers at the junior high school level. However, this option is not good in the long run, the school still needs permanent staff.

Many principals warn about the risk of violating the new Grade 10 program at the subject selection stage. Mr. Huynh Thanh Phu, Principal of Nguyen Du Middle School in Ho Chi Minh City, said that if students choose their own subjects, it will be difficult for schools to meet demand. Many schools intend to “suggest” the available combinations. However, this is contrary to the spirit of the new SMA program which allows students to choose subjects according to their interests and abilities.

According to Pak Phu, students should choose subjects from the beginning of grade 10 – a period when they do not yet have a career orientation. Many students go to grade 12 to have career orientation and university entrance exams. If they accidentally choose the wrong combination of options, they will be at a disadvantage.

Pak Phu also predicts the risk of imbalance when students choose elective subjects. For example, a History course is likely to be “abolished” in many schools that have an edge on science.

“It seems that the programmers have not taken into account all the possible difficulties when applying,” said Pak Phu.

The new general education program and implementation roadmap was issued by the Ministry of Education and Training in a circular letter in December 2018.
