The construction of the rural water supply project in Cu M’gar commune, Cu M’gar district (Dak Lak) was started in 2017 with a total investment of nearly 12 billion VND, led by the People’s Committee of Cu M’gar district. private.

In December 2018, the project was completed and put into use with the goal of supplying water to 478 households in 3 villages in Cu M’gar commune. However, during the operation, the above water supply works had to be temporarily suspended many times because of continuous problems and until now it is still “covered with mats”.

Bringing PV to the house’s water meter, Ms. H’Ra Mlo (Bling village, Cu M’gar commune) said that she was one of the first families to register to use clean water of the project, but it was more than In the past 3 years, her family has only been able to use 3m³ of clean water because the project constantly has problems and the water supply is not stable.

Similarly, 3 years have passed, and Mr. Y Sa Auyn’s family (residing in Bling village) has only used 5m³ of water from the water supply project in Cu M’gar commune. Frustrated by unstable water supply works, sometimes having problems such as broken pipes and water leaks, Mr. Y Sa, Ms. H’Ra and many people in 3 villages of Cu M’gar commune had to drill wells. for use and gradually “turns away” from clean water works. “In the rainy season, there is well water. When it comes to the dry season, the well dries up, we go to get spring water to use”, Mr. Y Sa shared.

Difficulty operating the water supply system

According to research, from 2020, the above water supply works have been handed over to the People’s Committee of Cu M’Gar commune for management and operation. After that, the People’s Committee of Cu M’Gar Commune established a management team consisting of three village leaders to operate the water supply and collect money. However, the water bill is not enough to cover the electricity bill, and the revenue is not enough for several months, so the merchants have to take turns paying out of their own pocket to make up for the operating costs.

Regarding the above water supply project, Mr. Nguyen Quang Dap, Vice Chairman of the People’s Committee of Cu M’gar Commune, said that the whole project has a total of 470 connectors serving water supply for 478 households. However, in fact, only about 280 households use it, the rest use well water or other water sources, so the depreciation is high.

“Only when the dry season comes and the well water dries up, will the demand for water from the project increase. In the rainy season, when there is water from the well, people rarely use it, making it difficult to operate,” said Mr. Dap.

According to Mr. Dap, after assigning the village leaders to manage and operate the project but it was not effective, the People’s Committee of Cu M’gar commune has coordinated with Toan Phat Construction – Trading Joint Stock Company (the Toan Phat, a unit with experience in operating water supply works – PV) operates the project but so far has not had satisfactory results.

Talk to PV InfonetAn official of Toan Phat Company, who is surveying the project, said that from 2021 to now, the unit has coordinated to operate the water supply project in Cu M’gar commune. However, because the number of water users is too small, it is not enough to pay the electricity bill, so it has to be stopped.

The official added that in the past, the pipeline system at the project had many problems, the water supply was uneven, so people had to actively find other water sources. Up to now, the problems have been fixed, but the pipeline has only one user for a few kilometers. Even, many water meters in many families have been buried underground, unidentified location, causing many difficulties in management and operation.

An officer of Toan Phat Company said: “On average, each month we have to spend about 3 million VND for electricity to operate the project, but we only earn more than 1 million VND for water. Currently, we are discussing with the commune to come up with options such as expanding the scale of water supply to other residential areas with higher demand for water to overcome difficulties.”

Mr. Pham Ngoc Binh, Director of the Center for Clean Water and Sanitation in Rural Dak Lak, said that the province currently has 122 clean water works; in which, 36 works have stopped working or operate inefficiently.

“The projects that have stopped working or are operating inefficiently are of small scale, invested many years ago and assigned to localities at all levels such as communes, villages and hamlets for management,” Mr. Binh said.

Also according to Mr. Binh, the main reason for many water supply projects to stop working and operating inefficiently is because the users are few but the operating costs are high, leading to insufficient revenue and expenditure. In addition, there is another reason for inadequate investment, which can be fully invested in material but lacks in human investment, leading to untrained and untrained operators. to operate and manage water supply works.

“Currently, we are coordinating with localities to review and plan to overcome and use water supply works that are temporarily suspended,” added Mr. Binh.
