The $14 million solar power project is seriously damaged, at risk of becoming scrap

Million dollar solar power damaged after 2 months of use

In 2019, the solar power project for remote and remote communes without electricity grid in Quang Binh province was implemented in Ho Rum village (Kim Thuy commune, Le Thuy district, Quang Binh province). The whole village is equipped with 65 solar energy converters for 91 households, including 1 set for the village cultural house.

Mr. Ho Duy Vang, Secretary of Ho Rum village cell (Kim Thuy commune), said that people in remote areas are very happy to be equipped with a modern electrical system. However, Mr. Vang said that people were quickly disappointed when the above solar power system had only been used for 2 months before it lost power so far.

“The amount of investment in solar power is very large, each household is calculated at 250 million VND, the solar panel cluster in the cultural village is more than 1 billion VND, but the electricity is constantly lost, so the villagers are very disappointed. .

Out of 65 battery packs, only 4 houses have electricity to light, the rest do not have any stored electricity. People look at the million-dollar pile of materials as waste,” said Mr. Vang.

Mr. Nguyen Van Muon, head of Sat village (Truong Son commune, Quang Ninh district, Quang Binh province), said damage also occurs in families equipped with solar power systems from the project. Accordingly, the battery on the system cannot store electricity from the solar panels.

“Many people take down the battery to charge it and then bring it back to use. We complained but no one listened,” added Mr. Muon.

The representative of Trong Hoa Commune People’s Committee (Minh Hoa District, Quang Binh Province), confirmed the damage occurred in the systems in 6 villages where the project was implemented. Accordingly, the battery system has up to 239 faulty ones, 2 centralized power supply points are damaged, 6 independent power supply points cannot supply power due to reasons of fire in electrical cabinets, battery terminals, and converter failure. electricity.

Risk of becoming scrap

According to research, the solar power project for remote and remote communes without grid in Quang Binh province is implemented through an ODA loan agreement from the Korean government about 12 million USD, Vietnam reciprocates. 1.7 million USD. The project was approved in 2012, deployed in 8 communes of 4 districts including Le Thuy, Quang Ninh, Bo Trach, Minh Hoa (Quang Binh province) with nearly 1,300 households and 78 agencies and public services. benefit.

Quang Binh Provincial People’s Committee then established the Solar Power Supply Project Management Board (QBSC) directly under the Provincial People’s Committee to implement the project. The project was consulted by a consortium led by Dohwa contractor, while the Korean contractor KT Corpoation won the construction and installation contract.

Mr. Nguyen Viet Ha, Deputy Director of the Department of Industry and Trade, cum Director of the Solar Power Project Management Board, confirmed that many of the project’s power systems were damaged, unable to store electricity and generate electricity.

It is known that the People’s Committee of Quang Binh province has assigned the Center for Industry Promotion and Trade Promotion (under the Department of Industry and Trade) to make statistics on damaged points, have a plan to replace and repair and is currently managing the backup equipment of the company. project, including 309 panels, 120 batteries and other accessories.

Mr. Le Mau Khanh, Director of the Center for Industrial Promotion and Trade Promotion, said that he was making statistics of damaged points. Mr. Khanh also admitted that the repair would cost a lot of money. The responsibility for the repair belongs to the contractor, but now that Korean contractors have returned home, it is difficult for them to return.

“Preliminary number of points of failure is more than the existing backup equipment. The repair will be very expensive”, Mr. Khanh said.

According to PV’s research, the project is in the process of finalization, so the replacement and repair options are not approved. While waiting for the final settlement and waiting for the construction of the plan, damaged power stations had to be abandoned.
