Mr Dung quoted, on March 17, the district set a record for the family of Ms. Le Thi Dien, who lives in the commune of Trung Loc, to build a permanent home on the highway that is expected to pass. When he found out that Ms. Dien had poured soil to build the foundation of the house, district officials came down to take notes, but the family didn’t send someone to sign, only stopped construction. In the following days, they secretly built construction at night. After completing the construction of the nearly 2m wall, this household stopped as the commune continued to take notes, indicating that if violations were repeated, they would be dealt with more severely.

When asked to work, Bu Dien gave many reasons for refusing, sometimes reporting that she was busy with personal matters and did not want to cooperate. At one point, he said that “this project is only visible on paper, no one has ever returned to risk the handover of the landmark. If the landmark was installed, I would believe it and carry it out, but now build a house to live in”. The entire Bai Vot – Ham Nghi route is more than 19 km long, but only a few hundred meters have been planted in the first section bordering the Duc Tho district, expected to be put into use by the end of November 2022, when site clean-up is complete.

The Can Loc district has established a site cleaning council, divided into three groups, each group has 5-6 district officials in charge, and cooperates with the commune with land for the highway to carry out tasks. However, Pak Dung said that the North-South Toll Road is a large project with hundreds of hectares of land to be treated. For some grassroots officials, this was the first time they had approached such a large volume of work, lacked experience in handling situations related to land acquisition, and even felt embarrassed at times.

Investments in camcorders and drones recognized by the Can Loc district can bring high efficiency in monitoring and recording the current status before and after planting landmarks as a basis for compensation, but these devices are not included in the category of invested items. Therefore, when there are households “taking the risk”, commune and district inter-sectoral delegates can only continuously deploy and use mobile phones to record videos for later reference. But most of the time, these devices don’t work, video or audio isn’t clear, causing processing to stall.

One issue that worries Can Loc district leaders is sanctions. Households violating construction on the project site will be fined 5-10 million VND, stop construction and restore the site. This amount is not enough to make a deterrent, making some cases willing to violate, because the amount of compensation if enjoyed can be tens of times.

“Land acquisition projects take many forms. In many cases, there is conflict within the family, where the wife agrees on the compensation price, but the husband does not, and the staff takes days to advise the two. I have to persist in analyzing, spreading and persuading,” said Dung.

They say they built huts to guard the park, so they can’t stop it,” said Nguyen Van Thao, head of the Vinh Ha commune.

According to Mr Thao, the fact that people plant trees and build small granaries on their garden lands for economic development cannot be prevented by the commune. On the other hand, if people are forbidden to grow crops and build jobs, if the highway does not pass later, “communes are very difficult to explain to people”. Many people hide and do not cooperate when they see the delegation. Some of the construction owners lived in other areas, so when the authorities came to deal with them, only the builders could be found. The delegation of the commune also only worked during the day, while the people built at night and on rest days.

Vinh Ha commune has recorded 23 households expanding barns on residential land, agricultural land and planting trees in the project survey area. Mr Thao explained this handling under the law on land, agricultural land, forestry is not allowed to build work. The sanction cannot be carried out, but only at the level of making a report, asking the community to stop construction.
