Particularly Hien manages logistics, revenue – expenditure, activities supervision and takes care of the “foreign affairs” segment. By March 2020, the three defendants above signed a contract to hire Nguyen Thi Minh Trang (SN 1993, in Ha Dong district, Hanoi), tasked Trang with planning an operation program for the shop with 3 goals to achieve. in 3 months.

Specifically, in the first month, Trang built, selected and trained 50 table staff, 6 waitresses, one security guard… with the condition that monthly sales must reach 1.6 billion dong. In the second month, Trang had to recruit 50 more staff to book tables, the sales reached 1.7 billion dong. If the above sales are achieved, Trang will be paid 60 million. In the third month, recruiting 50 more staff to book tables, the sales reached 2 billion VND, then Trang was paid 90 million VND.

The defendants agreed that if after 3 months, Trang did not achieve the goal in the contract, Trang would have to continue until it was achieved. All daily activities of the restaurant will be reported directly by the staff through separate groups on the social networking application for shareholders to understand and information through Dinh Quoc Dung. Dung is also the person who transfers the shop’s daily revenue to Hien’s account.

After signing the contract, Nguyen Thi Minh Trang recruited staff and set up the operating process and reported the restaurant’s activities via Facebook to the group of shareholders, including the content and methods of finding customers via social networks. In addition, Trang also established a “security team” consisting of male employees. These people have the task of “protection”, beating, forcing guests if they do not pay. This method is called “dí bill” by the objects in the shop.

With the above method, in March 2021, Trang completed all contract signing goals. The group of shareholders wants to sign more contracts with Trang, the goal is for Trang to continue to bring profits.

Trang told Hoang and Thang that if the sales target is so high, they will have to promote the application of the “di bill” form. Trang is afraid that if doing so strongly, “it is easy to relate to the law”. Hoang, Thang asked Trang to push harder to achieve revenue, “if it is related to the law, there is a board of shareholders to solve it”.

After reaching an agreement, Hoang and Thang discussed with Hien again and agreed that each month would deduct 31 million dong from the revenue so that Hien could spend on “foreign relations, ensuring that the restaurant’s violations were not detected by the authorities.” handling authorities”.

After that, Trang continued to ask female employees to promote “billing”.

The procedural authorities determined that, from March 31 to April 14, 2021, the subjects carried out 4 robberies, appropriating a total of more than 84 million VND.

On August 11, 2019, while still a captain, working at the Dong Da District Police, accused Le Thi Hien caused a riot at Tan Son Nhat airport, Ho Chi Minh City. Hanoi police then demoted 2 ranks from Captain to Lieutenant with Mrs. Hien. Next, the Party Committee of Dong Da district expelled the Party with Lieutenant Le Thi Hien.

After being demoted to the rank and expelled from the Party, Lieutenant Le Thi Hien made an application to leave the industry and was approved by the Director of Hanoi Public Security. On November 18, Hanoi Police issued a decision to discharge Mrs. Hien from the army.
