Is the phrase ‘first soon, second priority’ legal?

If according to the books and according to the law, there would be two statements:

First, according to the book, vehicle errors are as follows: both vehicles do not slow down when entering an intersection, the motorcycle will add to the error at the next intersection without giving way to the car that has entered the intersection first. . .

Second, according to Article 24 Paragraph 1 of the 2008 Traffic Law, the faults of the two current vehicles are: both cars did not slow down when entering the intersection and at this time the car will have one more fault, namely: do not give in to vehicles coming from the right at the intersection without a sign roundabout.

There is clearly a contradiction here, so should the books change or the laws should change?
