While Tesla owns the factory, China is still the land owner. The contract between the two parties requires Tesla to incur a certain tax in order to stay. Tesla also opens its first European factory in 2021, using a series of temporary permits.

Concerns have grown with Musk’s praise of China. For example, on the 100th anniversary of the founding of the Communist Party of China, Musk tweeted, “the economic prosperity China has achieved is truly amazing, especially in infrastructure.” During a July 2020 podcast, Musk expressed, “China is great. People there… a lot of hard-working, smart people, while I see in America more and more complacent.”
