The executive order signed by Philippine President Rodrigo Duterte clearly outlines a 10-point policy agenda including: strengthening healthcare capacity; accelerate and expand the program of vaccination against COVID-19; further opening up the economy and expanding the capacity of the public transport sector; resumption of face-to-face learning; reduce restrictions on domestic travel and standardize local government unit requirements; ease regulations for international travel; promote digital transformation through legal provisions; provide urgent and flexible measures through the provisions of law; shifting the focus of government decision-making and reporting to more useful and powerful indicators; prepare for the ability to fight the epidemic in the medium term.

Under this ordinance, it is the duty of all government departments, agencies, offices, and agencies to ensure that policies, measures, and programs are consistent with the stated principles. The Inter-Agency Task Force on Infectious Diseases and the National Task Force on Infectious Diseases COVID-19 will ensure the implementation of the agenda. Meanwhile, the National Economic and Development Authority will monitor the compliance of the relevant agencies and periodically report to the President.
