The Ministry of Finance has just issued a Circular stipulating the management and use of non-business funds for the implementation of the National Target Program for Socio-Economic Development in ethnic minority areas. ethnic minority and mountainous areas (EMs and mountainous areas) in the period of 2021-2030; Phase I 2021-2025.

In particular, the Circular stipulates the content and level of support for activities to raise children to school and develop education and training to improve the quality of human resources in ethnic minority and mountainous areas.

Specifically, in Clause 2, Article 15 of the Circular, the contents of support include: Support for school supplies: books, notebooks, and learning tools for students who are adopted and supported by military units. support and help in the sub-project; Support for essential needs: clothes, shoes, transportation to school and other essential needs (if any).

Food support for students; Support to praise students with good study results; Support books, notebooks, documents, equipment and teaching tools for officers and soldiers directly participating in the subproject.

Other supporting contents (if any) directly related to the student’s learning process under the decision of the Minister of National Defense or an authorized person.

In case of adoption: Support for school supplies, support for essential needs, praise for students with good study results, apply the provisions of Clause 3, Clause 4, Clause 6, Article 2. Joint Circular No. 109/2009/TTLT/BTC-BGDDT dated May 29, 2009 of the Ministry of Finance, the Ministry of Education and Training.

In addition, supporting textbooks for students; books, notebooks, documents, teaching equipment and tools for officers and soldiers directly participating in the Sub-Project: According to actual arising; Food support for students at the rate of 60,000 VND/person/day. Other expenses (if any): Fees according to bills, legal spending documents, not exceeding 1 million VND/student.

In case of receiving help: Support for school supplies and praise for students with good study results according to the provisions of Clauses 3 and 6, Article 2 of Joint Circular No. 109/2009/TTLT /BTC-BGDDT.

In addition, supporting textbooks for students; books, notebooks, documents, teaching equipment and tools for officers and soldiers directly participating in the subproject according to actual arising; Food support at 600,000 VND/month, no more than 9 months/school year/student.

Other expenses (if any): Fees according to bills, legal spending documents, not exceeding 1 million VND/student.

In addition, in subsection 5.1, section 5 of the Circular, the Circular also specifies the content and level of support for renovating operations and consolidating the development of boarding general schools for ethnic minorities and semi-boarding schools for ethnic minorities. , a general school with students in semi-boarding and illiteracy eradication for people in ethnic minority areas.

In which, support to purchase equipment for boarding and semi-boarding general schools for ethnic minorities; high schools with day-boarding students from career funding. Funds for investment, upgrading and improvement of physical facilities shall be allocated from the development investment capital for the implementation of the Program in accordance with the law on public investment.

In addition, the Circular also specifically stipulates the expenditure on developing documents to serve the instruction of illiteracy eradication teaching; Designing technologies and equipment for storing databases on illiteracy eradication, teaching and illiteracy eradication; Provide professional training and education for administrators, teachers and participants in illiteracy eradication; Information and propaganda on the work of illiteracy eradication.

Along with that is the expenditure to support people to participate in literacy education; expenses to support learning materials, textbooks, and stationery for teachers and students.

This Circular takes effect from May 1, 2022.
