The draft stipulates a ceasefire to evacuate all civilians, access aid, and ensure the protection of civilians and civilian objects. The document also calls for funding for the UN’s humanitarian response programme.

Only received two votes in favor of Russia and China, while the remaining 13 countries abstained, according to the News Agency. TASS of Russia, although there were no objections, the lack of the necessary number of votes in favor (9 votes) prevented the draft from being passed.

Reuters said that the draft did not mention Moscow’s role in the conflict in Ukraine was the reason why countries did not vote in favor.

Russian Ambassador to the UN Vasily Nebenzya expressed disappointment with the above vote and said that this is proof that some countries are “politicizing” humanitarian issues.

According to Mr. Nebenzya, the situation in Ukraine will be more complicated in the absence of a humanitarian resolution of the Security Council. The Russian representative to the United Nations also stated that the country will not use chemical and biological weapons in Ukraine.

TASS quoted Chinese Ambassador to the UN Truong Quan expressing regret that the Security Council did not approve the Russian draft.

China voted in favor of it, Zhang said, because it wanted to show the world “the importance of the humanitarian issue in Ukraine”.

Last week, Russia withdrew its request to hold a vote on the bill at the last minute after accusing the West of “unprecedented pressure” to reject it.
