Previously, on November 17, 2021, the DOC issued preliminary conclusions on the anti-dumping investigation on Vietnamese honey products and imposed anti-dumping tax on Vietnamese honey from 410, 93% to 413.99%.

Now, beekeeping industry bringing jobs for more than 350,000 farming households and generating annual honey production of about 70,000 tons; of which, 90% of production is exported to the United States.

In fact, honey has been included in the warning list of products by the Ministry of Industry and Trade which are at risk of being subject to trade remedy investigation from 2020 and sent to ministries, branches and provincial People’s Committees for coordination. monitor.

From March 2021, when receiving information about the possibility of the US investigating the case, the Ministry of Industry and Trade coordinated with the Ministry of Agriculture and Rural Development to hold meetings with the Beekeeping Association and export enterprises. honey password to the United States to prepare response.

As soon as the DOC initiated the case, the leaders of the Ministry of Industry and Trade discussed the case with relevant US agencies in bilateral meetings.

On the other hand, the Ministry of Industry and Trade also discussed with the Ministry of Agriculture and Rural Development options to respond and support the beekeeping industry. During the investigation, Vietnamese manufacturing and exporting enterprises actively cooperated with US importers and consulting lawyers to assist in answering the investigation questionnaire and cooperate with the DOC.

However, because the US has not yet recognized Vietnam’s market economy and using India’s unfavorable surrogate data, businesses have to bear very high tax rates.

Notably, during the US investigation, the Minister of Industry and Trade and the Minister of Agriculture and Rural Development both sent letters to relevant US agencies such as the DOC, the Trade Representative United States to oppose the US method of tax calculation.

Moreover, at meetings between the Ministry of Industry and Trade and the US delegations such as the US Department of Commerce, the US Embassy in Vietnam…, the Ministry of Industry and Trade all suggested the US side to review the case. work, evaluate objectively and fairly in accordance with the regulations of the World Trade Organization, ensuring the legitimate interests of the Vietnamese honey industry.

According to a representative of the Ministry of Industry and Trade, in the coming time, the Ministry of Industry and Trade will continue to coordinate with the Ministry of Agriculture and Rural Development, the Ministry of Foreign Affairs, the Association and honey production and export enterprises to closely monitor case.

Along with that, support the Association and honey export enterprises in the next stage of investigation and enlist the support of relevant parties; promote dialogue with the US at all levels, and continue to provide information and legal and technical arguments to the US side.

In particular, after assessing the domestic market and some other markets that still have room for growth, the Ministry of Industry and Trade is guiding localities, associations and businesses to increase honey consumption in the domestic market. .

In addition, implementing trade promotion programs to diversify honey export markets, especially with partners with whom Vietnam has signed a Free Trade Agreement.
