Since the prices of natural materials and materials fluctuate highly and are difficult to predict, the Ministry of Construction advises the regions to publish prices regularly to avoid speculation and price increases.
According to the Ministry of Construction, the fact that some regions determine prices, index construction prices on a quarterly basis and announce them late has created delays that make it impossible to keep up with market developments. Forecasting also faces many difficulties when world situations change rapidly and are complicated.
For example, the domestic price of construction steel on March 15 exceeded 19 million dong per tonne, doubling in just one week. A range of other construction materials such as cement, sand, concrete… is also increasing rapidly. Since the beginning of the year, every m3 of concrete has also doubled in price.
In addition, the Ministry of Construction noted that many local publication lists still lack some key construction materials. The ministry said that if this situation continues, it will cause problems in the preparation and management of related parties’ investment costs and construction contracts, affecting the progress of project implementation and disbursement.
Therefore, regions must monitor developments closely, immediately update and adjust material price announcements and construction price indexes according to the market; improve supply and demand forecasts, especially for key construction materials, and address supply shortages. This is to avoid the phenomenon of taking advantage of speculation, blowing prices, and profiteering.
Regions also need to regularly review and update popular construction materials and equipment listed for publication. For materials with a lot of fluctuation, the Ministry of Construction considers it necessary to have a monthly announcement.
With projects and works carried out in accordance with specific mechanisms and investment projects on the construction of the North-East North-South Toll Road in the period 2021-2025, the regions need to immediately and effectively carry out the following tasks: on construction investment management, meet the requirements for managing construction investment costs for each bid package and component project.
Regions also need to regularly review and summarize the difficulties in implementing a database system on construction cost estimates in the process of formulating and managing construction investment costs in their area. Work without norms, norms that need to be adjusted, added or proposed should be reported to the Ministry of Construction for guidance and removal.
