Russia’s move is in retaliation for Washington’s expulsion of 12 representatives of Moscow at the United Nations headquarters in New York, USA.
News agency TASS stated that, on March 23, the Russian Foreign Ministry summoned the US Ambassador in Moscow and handed over a note containing a list of US diplomats as “unwelcome figures”.

Before this move, the same day, the US State Department confirmed that Washington would not close the embassy in Moscow and that the agency would “continue to be a center for coordination and communication with Russian partners”.
A State Department spokesman said: “We believe that being ready to open lines of communication is indispensable, especially in times of high tension, times of conflict. We would like to see a parity between the diplomatic missions in Russia and in the United States.”
