It is known that since 2003, Binh Thuan Provincial People’s Committee has decided to allocate land to Trung Son Trading Construction Company Limited (now Trung Son Bac) with an area of ​​nearly 1 million m2 (997,783.6 m2) for implementation. Investment project to build Hon Lan tourist area in Tan Thanh commune, Ham Thuan Nam district.

Six years later, in April 2009, Binh Thuan Department of Construction granted permission to build Hon Lan tourist area.

According to the denunciation, for a long time this company still did not carry out construction, but the land was not recovered according to regulations.

In May 2019, Binh Thuan Provincial People’s Committee issued a document agreeing to adjust the land use purpose of the Thanh Long Bay tourism and resort complex project. In which, it is agreed to change the purpose of nearly 50 hectares to build commercial houses and villas for sale.

By March 2021, the Chief Inspector of Binh Thuan Construction Department issued a decision to sanction administrative violations against Trung Son Bac Joint Stock Company, the investor of the Thanh Long Bay real estate project.

According to the decision, this company was fined VND 17.5 million for having started the construction of an adjacent townhouse at the Thanh Long Bay resort complex project without having an approved construction drawing design. Browser.

According to the file, in May 2021, C01 sent a document to Binh Thuan province’s agencies about dealing with sources of crime related to nine investment and construction projects showing signs of law violation in the province. and request documents.

Then, in September 2021, C01 decided to temporarily suspend the settlement of criminal information for the above nine projects.

On February 10, 2022, C01 resumed investigation and issued a decision to prosecute the case; prosecuted the accused, executed arrest warrants for five people on charges of violating regulations on management and use of State property, causing loss and waste according to Clause 3, Article 219 of the Penal Code 2015.

These people include Mr. Nguyen Ngoc Hai, former Chairman of the Provincial People’s Committee; Luong Van Hai, former Standing Vice Chairman of the Provincial People’s Committee; Ho Lam, former director of the Department of Natural Resources and Environment; Le Nguyen Thanh Danh, former deputy director of the Department of Natural Resources and Environment, and Ngo Hieu Toan, deputy director of the Department of Finance.

This is a case that happened at the Tan Viet Phat 2 Commercial and Service Area Project (land plots number 18, 19, 20), belonging to the land fund on both sides of 706B street (now Vo Nguyen Giap and Nguyen Thong streets). ) Phu Hai ward, Phan Thiet city, Binh Thuan province.

All five of these defendants were involved in the allocation of more than 92,000 m2 of land from three parcels of land in the above area in 2017 but imposed a land price in 2013, causing tens of billions of dong in damage to the State budget.
