Guardian Reportedly, Russian television on March 24 broadcast a news report in which Defense Minister Sergei Shoigu attended the meeting with high-ranking Russian officials. He only appeared for a few seconds in the news coverage of Russian President Vladimir Putin’s online meeting with the National Security Council.

This is the first time Mr. Shoigu has appeared in public after a 12-day absence. The absence of Mr. Shoigu along with the Chief of the General Staff of the Russian Armed Forces Valery Gerasimov amid the tense Russia-Ukraine war has sparked speculation.

The Kremlin has denied the speculation. At a press conference on March 24, Kremlin spokesman Dmitry Peskov said: “This time, Minister Shoigu is very busy. Operation military especially (in Ukraine) is still going on. Now is not the time for media activities. This is completely understandable.”

Mr. Peskov added that at the meeting yesterday, Minister Shoigu reported to President Vladimir Putin about the situation of the military operation in Ukraine.

Russia launched a military operation in Ukraine from February 24. The Russian military claims that during this operation, Russian forces only used precision weapons against Ukrainian military targets.

Western officials say that the Russian campaign has not achieved its goal and the momentum of the offensive is stalled due to strong resistance from Ukraine. However, Moscow insists that the operation is still going as planned and will achieve all its goals.
