Nguyen Phuong Hang’s behavior has sufficient elements to constitute the crime of “abusing democratic freedoms to violate the interests of the State, legitimate rights and interests of organizations and individuals”. With the documents and evidence collected, the Ho Chi Minh City Police Department executed a provisional arrest warrant for Nguyen Phuong Hang, and executed a search warrant at Hang’s residence for investigation in accordance with the Criminal Procedure Code.
