This leads to unscientific construction organization and uncoordinated construction and installation. Machinery and equipment on the construction site are not maximizing their capacity.
In addition, project financing is short, sources of money at construction sites are delayed, affecting the mobilization of supplies, materials and fuel. Construction points across the route also only mobilize 80/86 compared to the need. At present, 4 project bid packages have more than 2,400 employees and nearly 1,300 machines and equipment.
