Approving the project to build a national database on asset and income control

On March 28, the Prime Minister issued a decision approving the project to build a national database on asset and income control.

Objects of the project are state management agencies; assets and income control agencies; obligor property declaration, income; other agencies, organizations, units and individuals involved in asset and income control according to the 2018 Law on Anti-Corruption, Decree 130 dated October 30, 2020 of the Government and the Regulation on coordination between income and wealth control agencies.

The project aims to build a database on asset and income control in order to modernize, digital conversion control of assets, income, establishment of IT infrastructure, processes and regulations for systematization, updating, storage, safety protection and accurate, complete and timely provision on declarations, conclusions on asset and income verification and other data related to the control of assets and income in accordance with the law on anti-corruption and other relevant regulations. to contribute to the prevention, detection and handling of corruption.

Detail goal in the period of 2022 – 2023 is to build technical infrastructure and application software to update, integrate data, connect and share to ensure safe and smooth exploitation of the national database on asset and income control.

Along with that, develop a mechanism to operate, manage and exploit the national database on asset and income control. Develop and expand the system, propose amendments and supplements to relevant laws, create a basis for declaring and managing assets and income directly on the system.

With the period 2024 – 2025, the set goal is to digitize and update data on asset declaration at asset and income control agencies; integrated national database at the Government Inspectorate in accordance with the provisions of the Law on Anti-corruption in 2018 and the Regulation on coordination between agencies controlling assets and income.

Connect and share data with other information systems, public service portals and national databases according to regulations. In which, complete digitization and store 100% of the declaration of assets and income of the person obligated to declare; complete the connection between the national database on asset and income control and other relevant national databases.

Developing and expanding the exploitation of the national database on asset and income control; step by step replace traditional paper records to support declaration obligations, agencies, organizations and units in controlling assets and income, with the goal of reaching 50% or more by 2025.

The Prime Minister assigned the Ministry of Information and Communications and the Ministry of Public Security to guide and coordinate with the Government Inspectorate in the protection, safety, security, and storage of national database information on asset and income control.
