Specifically, around the beginning of July 2021, the subject who deceived Mr. Tran Van Binh in Thanh Chuong district (Nghe An) was that he had 2 loans from customers until the term of “returning the bond”, with the amount of 1.5 billion VND. copper. To create confidence that there is a “reverse bond” at the bank, Ha edited two old customer contracts on the computer to match the time and information about the loan amount and loan form.

True thought, Mr. Binh transferred money to Ha’s bank account twice with a total of 1.5 billion dong. With the same trick, Nguyen Thi Hang Ha scammed Ms. Nguyen Thi Hai, Ms. Nguyen Thi Quy and Nguyen Thi Thai, living in Ha Tinh city with the amount of 400 million VND, 860 million VND and 140 million respectively. copper. After prosecuting and temporarily arresting Nguyen Thi Hang Ha, the Ha Tinh Police Investigation Agency expanded the investigation, and six other people came to report that they were Ha’s victims. In addition to determining that this subject had taken advantage of the bank’s credit officer, who devised fraudulent tricks to defraud 10 people, with a total amount of VND 4,494 billion, the Public Investment Police Agency said: The police of Ha Tinh province also determined that three defendants Mai Anh Tuan, Tran Van Binh and Luong Thuy H. repeatedly lent this defendant money at an interest rate 5 times or more higher than the highest interest rate specified in the Ministry of Finance. Accordingly, on July 30, 2020, Mai Anh Tuan lent Nguyen Thi Hang Ha VND 50 million with an interest rate of VND 4.5 million/month, equivalent to VND 3,000/million/day. On August 1, 2021, Ha paid Tuan’s interest of 54 million VND, Tuan earned an illegal profit of nearly 44 million VND.

From June 16, 2021 to July 22, 2021, Tran Van Binh lent money to Nguyen Thi Hang Ha many times with a total amount of 3.42 billion VND. With an interest rate from 5,600 VND to 34,737 VND/million/day, equivalent to 204.4 %/year to 1267.89 %/year, 5 times higher than the maximum regulated lending rate. The total interest Ha has paid to Binh is 155.8 million dong, and Binh’s illegal profit from the act of lending heavy interest is more than 149.1 million dong. From June 15, 2021 to August 3, 2021, Luong Thuy H. repeatedly lent Nguyen Thi Hang Ha with a total amount of 2.25 billion VND, with an interest rate of 4,000 VND/million/day. The total interest Ha has paid is 50.64 million dong, H. illegally obtained profit from the act of lending heavy interest is more than 43.7 million dong.

After prosecuting the case, prosecuted the accused against the three aforementioned subjects for the crime of “Lending money at high interest in civil transactions” according to the provisions of Article 201 of the Penal Code, the Ha Tinh Provincial Police Department. has taken measures to prevent leaving the place of residence.
