Fraud to split agricultural land
Dong NaiNguyen Thi Diem Phuc “exploded” acquaintance with the central leadership, which can influence the procedures for separating the agricultural land plot, appropriating 3 billion VND.
On March 28, Phuc, 43 years old, was arrested by the Dong Nai Provincial Police for the act Fraudulent appropriation of assets, after more than three years on the run.
According to the investigation, in July 2019, Phuc knew Mrs. Pham Thi Yen, 54 years old, living in Hanoi, wanted to split a 5.3-hectare plot of agricultural land in Ba Ria – Vung Tau into many small lots for sale. She said that she has many acquaintances who are central leaders and that the Department of Natural Resources and Environment of Ba Ria – Vung Tau province can help expedite the procedure.

Phuc asked Mrs. Yen to give 7 billion dong as a service fee, 3 billion in advance, and the rest will be received when finished. She pledged to separate the land into parcels with an area of 100 m . respectively2 for a period of 4 months.
On August 1, 2019, in Long Thanh town, Ms. Yen gave Phuc one billion dong in cash, then transferred another two billion to her account. When the deadline for handing over the parcel separation file was due, Phuc cut off contact with the victim and fled. Ms. Yen filed a complaint.
During the verification, Dong Nai Provincial Police prosecuted the accused and issued a decision to arrest Phuc for the crime Fraudulent appropriation of assets. Three days ago, this woman was arrested in Vung Tau City.
