Vietnam is expected to partially support the cost of buying smartphones for poor households

The Ministry of Information and Communications is collecting comments on the draft Circular guiding the implementation of the program to provide public-utility telecommunications services up to 2025. Notably, in which it is proposed to partially support the cost of buying smartphones for poor households.

Specifically, the draft said that subjects receiving smartphone support from the program to provide public telecommunications services by 2025 must simultaneously meet the following conditions: poor households, near-poor households, not yet tablet support (including from these and other programs and schemes).

In addition, the draft also stipulates the priority criteria for the residential area which are zone 3 communes, extremely difficult communes in the lowlands, coastal and island areas, island communes, island districts, etc. The draft states, form of support in cash, support level 500,000 VND/household.

Households make their own choices, decide to buy smartphones, and order support from telecommunications businesses. Households can choose to receive support through a gradual deduction from the cost of using telecommunications services incurred in excess of the amount supported by the program to support the use of universal telecommunications services for households.

The second way, the household receives cash once directly from the enterprise registered by the household to use terrestrial mobile telecommunications services.

Previously, at the end of February, Minister of Labor, War Invalids and Social Affairs Dao Ngoc Dung signed a decision to announce the results of the review of poor and near-poor households in 2021 according to the multi-dimensional poverty line applied to period 2016 – 2020.

According to the results of the review of poor households and near-poor households in 2021, the whole country has 609,049 poor households, accounting for 2.23% and 850,202 near-poor households, accounting for 3.11%. The Ministry of Labor, War Invalids and Social Affairs said that the number of poor and near-poor households announced in this decision is the basis for the implementation of social security policies and other economic and social policies.
