Investment resources for culture are limited and not worthy

In the country’s development orientation for the period 2021-2030, the Resolution of the 13th Party Congress determined: “Comprehensive human development and foundation building Vietnamese culture advanced, imbued with national identity so that culture can truly become an endogenous force, a driving force for national development and defense”, thereby posing a requirement to increase investment in the development of the cultural cause. Looking back over the years, it can be seen that the actual situation of investment resources for culture is still limited, inadequate, synchronous and ineffective.

Hue Museum of Royal Antiquities by the Center for Monuments Conservation The ancient capital of Hue managed with a large investment, properly displayed, and attracted hundreds of thousands of visitors every year. Not far from Hue Museum of Royal Antiquities, Thua Thien Hue History Museum has a different fate: termites, decaying after 40 years of construction, most of the artifacts are stored in storage.

“The province has assigned the cultural and sports industry a location at 268 Dien Bien Phu to build a museum at a new location, but the medium-term public investment plan for 2021-2025 has not yet been allocated a budget, so it is not possible to have a budget yet. move to a new location,” said Mr. Nguyen Duc Loc, Director of Thua Thien Hue History Museum.

According to the ratio of budget for culture in the two localities with the highest GDP per capita in the North, Hanoi and Vinh Phuc, it is difficult to explain why the diagrams fluctuate, sometimes high and sometimes low, even even “reverse wealth”. The National Assembly has set a target in 2010 that investment in culture will reach 1.8% of the budget, but 20 years (by 2020) it has not been achieved, when the budget is only 1.71% for culture.

Me Linh district, Hanoi is the land of more than 160 monuments imbued with cultural history, of which 25 are national monuments, but in the past 5 years, the district has not received any investment from the city but has to self managed. Now waiting for the city’s next 5 year investment plan with the hope of many changes.

In the medium-term public investment plan for the 2021-2025 period, funding for culture and information only accounts for 1.12% of the central budget. According to experts, it is not yet commensurate with the goal of cultural revival.

Assoc. Prof. Dr. Bui Hoai Son, Standing member of the National Assembly’s Committee for Culture and Education, said: “It is because of limited, drippy and small investment that it turns into a spiral when the investment is not enough, not yet enough. creating conditions for cultural institutions and activities to be effective, but investment is limited. I think the most important thing is to change the mindset of cultural investment. That is a vital factor.”

The National Museum is considered a cultural symbol of any country, but in the heart of an old building that is nearly 100 years old, thousands of artifacts and dozens of national treasures still have to be kept in storage because there is no place to display them. display. In 2006, the Government approved a project of a modern, world-class National History Museum. The dream has been 15 years and I don’t know how long it will last.
