Two days ago, the Government approved the policy rent support for employees at the rate of 1.5-3 million VND per person, up to three months. Two groups of beneficiaries include people who have labor contracts, pay social insurance premiums who are working in enterprises and those who return to the labor market, working in industrial zones, export processing zones, economic zones, 24 provinces. into four key economic regions.
According to Mr. Binh, the procedure is shortened as much as possible, at least 11 days, but the number of workers needing support is large, especially in provinces and cities with many industrial and export processing zones, creating great pressure on district authorities. and local Social Security.
When workers rent accommodation, they have registered with the landlord and registered their temporary residence with the local police, so they only need to confirm the landlord in the support application. When implementing, the province and district will be flexible in this stage. Authorities at all levels and the police force will have a way to verify information and upload it to the national data portal. In the implementation process, if there are any problems, the ministries and branches will continue to solve them.
“The government does not use the enterprise’s salary list to verify the beneficiaries but needs to be confirmed by the social insurance because the industry has data of the social insurance payers available, avoiding profiteering, because many workers, even though they sign the contract, do not participate in the contract.” social insurance”, Mr. Binh explained further.

The process of disbursing this support package will involve many parties. Social insurance of localities receives and confirms documents mainly through electronic transactions, minimizing paper documents so that businesses do not have to travel. The police department will integrate and compare with the population database to avoid the case that one person is entitled to many times. The Vietnam General Confederation suggested that the People’s Committees of the provinces, when considering and spending money, need to notify this agency so that the grassroots level can promptly supervise and ensure that enterprises transfer money to employees within 2 days.
The 6,600 billion VND package is intended to “pull” workers back to businesses in the context of a broken labor market, factories lack of manpower after the Lunar New Year. Many people return to their hometown and are wondering whether or not to return to the city. After this round, if the market still cannot recover as expected, the Ministry will continue to propose policies to support workers and businesses.
The fourth outbreak of the epidemic since April 2021 has broken the recovery expectations of the labor market.
