According to the indictment, Le Minh Tai is a truck driver who hires goods from other provinces to Ca Mau and vice versa.

During the period from August to October 2021, Tai carried goods from the provinces to Ca Mau. However, Tai did not move to the temporary isolation point for the driver and the person accompanying the truck, but stayed at the unloading place.

Thinking that the prevention and control of the Covid-19 epidemic by the leaders of Ca Mau province affected his interests and other truck drivers, from September 17 to November 27, 2021, Tai used his account Personal facebook writes and publishes 28 articles and 9 clips.

The content of articles and clips that are negative, distort, slander, insult the reputation of provincial leaders, cause difficulties for the operation of state agencies in the prevention and control of the Covid-19 epidemic.

Working with the authorities, Tai confessed that he used his personal phone number to register and directly used his personal Facebook account since 2019.

Previously, in June 2021, the Inspector of the Department of Information and Communications of Ca Mau province also issued a decision to sanction administrative violation Le Minh Tai for the act of “abusing social networks to provide misleading and offensive information” prestige and honor of the individual”, with the amount of 10 million dong.
