Approving the National Strategy on Digital Economy and Digital Society Development

The Prime Minister has just issued a decision approving the National Strategy for Development of the Digital Economy and Digital Society to 2025, with a vision to 2030. The Ministry of Information and Communications is the agency assigned to assume the prime responsibility for implementing this Strategy.

In terms of vision, the Strategy defines digital development with the creation of growth based on digital technology and digital data as input factors, becoming one of the new mainstream development methods for Vietnam to develop rapidly. sustainable, inclusive, adaptive and resilient to challenges in a volatile and unpredictable world.

Developing the digital economy makes people richer, contributing to helping Vietnam overcome the low middle income level by 2025, reach the upper middle income level by 2030 and reach the high income level by 2045.

Developing a digital society helps people be happier, participate in more comprehensive social activities, enjoy more favorable social security policies, contributing to making Vietnam a safe, humane and digital country. literary and widespread.

According to the Strategy, the digital economy includes: The ICT digital economy is the IT industry and telecommunications services; platform economy is the economic activity of digital platforms, online systems connecting supply and demand and online services; Sectoral digital economy is digital economic activity in industries and fields.

The strategy aims to develop the ICT digital economy with a focus on businesses and Make in Vietnam digital technology products, in harmony with selective FDI attraction, increasing export content. Developing a platform digital economy with a focus on national digital platforms is the driving force behind the development of the digital economy of all sectors and fields. Developing the digital economy of the industry with a focus on prioritizing the use of shared and unified digital platforms in each industry and field.

The basic goals of developing the digital economy by 2025 include: The proportion of the digital economy will reach 20% of GDP; The proportion of the digital economy in each industry or field is at least 10%; The proportion of e-commerce in total retail sales reached over 10%; The rate of enterprises using e-contracts reaches over 80%; The rate of small and medium enterprises using digital platforms is over 50%; and the percentage of digital economy workers in the labor force reaches over 2%.

Promote people’s creativity in the digital society, and at the same time protect people against risks and threats in the digital society.

The strategy sets a target that by 2025, the proportion of adult population with smartphones will reach 80%; The percentage of the population aged 15 years and over who have a payment transaction account at a bank or other authorized organization reaches 80%; The percentage of adult population with digital signatures or personal electronic signatures is over 50%; The percentage of people of working age who are trained in basic digital skills is over 70%…

The strategy identifies institutions, infrastructure, human resources, people and businesses that play an important role in the development of the digital economy and digital society. The strategy sets out 16 groups of tasks and 08 groups of solutions to bring digital technology and digital data to penetrate naturally by default into all aspects of business production and business of enterprises and people’s lives.

The Ministry of Information and Communications was assigned to assume the prime responsibility for implementing the Strategy; guide and urge ministries, branches and localities to organize the implementation of the Strategy; assume the prime responsibility for promoting digital transformation, digital economy, digital society, national digital platform and platform economy; at the same time, inspect, supervise, annually summarize and report to the Prime Minister on the implementation of the Strategy.
