What do you know about nominal high-level visits?

According to Article 5 of Decree 18/2022/ND-CP, the title of high-level visits is regulated as follows:

The Ministry of Foreign Affairs agrees with the foreign country on the name of each visit of the Head of State, the Head of State who is also the Head of the ruling Party, the Head of the Government, the Deputy Head of State, the Deputy Head of State. He is concurrently the leader of the ruling Party and the deputy of the Head of Government.

The head of state makes a visit under one of the following names: state visit, official visit, internal visit and personal visit.

The Deputy Head of State makes a visit under one of the following names: official visit, working visit, internal visit and personal visit.

Nominal state visit only applies to the Head of State, Head of State who is also the Head of the ruling Party of the visiting country to Vietnam.

Organize to welcome no more than 3 delegations to visit the state level a year. The Ministry of Foreign Affairs agrees with the Ministry of Foreign Affairs of the foreign country on the program of the previous visit from 3 to 6 months.

The Head of Government, the deputy of the Head of Government of the foreign country shall make a visit under one of the following names: official visit, working visit, internal visit and personal visit.

The Foreign Affairs Committee of the National Assembly of the National Assembly shall agree with the foreign country on the title of each visit of the Head of the National Assembly of the foreign country, the deputy of the Head of the Parliament of the foreign country in one of the following names: official visit, working visit business visits, internal visits and personal visits.
