However, the locality that collects money from people can only pay 50 percent of the money to businesses, the rest from 2008 – 2018 did not pay, leading to large fines for late payment and failure to fulfill financial obligations. so people are not issued red books.
“This part is a deduction for the locality, businesses do not make any profit on this part, so it is unacceptable for businesses to accept this part,” said Mr. Do Viet Quan – Director of the Project Management Board, Group Dabaco Vietnam delegation said.
On the side of Bac Ninh City People’s Committee, the cause of the delay in red book issuance was that businesses did not urge and some people did not pay land use fees on time into the budget.
Currently, the large amount of fine for late payment is estimated at about 10 billion VND, so no one has paid yet, so this matter cannot be solved completely. A representative of the People’s Committee of Bac Ninh City said that because households have been late paying land use fees for a long time, the Land Law has changed, so the handling of these 51 land lots is facing many problems.
