According to a report of the Department of Construction, in the 10-year period (2011-2021), the whole city has 28 old apartments built before 1975 that have been included in the list of new construction. In particular, in the period 2015-2020 alone, Ho Chi Minh City strives to build 14 new grade-D apartments (severely damaged, in danger of collapse). However, so far, only two old apartment buildings in the period 2011-2015 have been completed (192 Nam Ky Khoi Nghia, District 1 and Nguyen Kim, District 10). The rest are still under construction.

Of the 26 apartment buildings that have not yet been completed, there are 8 apartments that have not yet started construction; seven apartment buildings have had investors but have not yet made plans for compensation, support and resettlement; 11 apartments have selected investors, made and approved compensation, support and resettlement plans, are arranging temporary residence.

According to the Department of Construction, in the period 2021-2025 and the following years, the City People’s Committee has planned to promote investment in 20 apartment renovation projects with a total floor area of ​​more than 1.2 million m2 with more than 11,000 apartments. . Total investment is expected to be about 13,700 billion VND. It is expected that the demand for preferential loans from the Government’s economic recovery packages is about 70% of the total investment (equivalent to about 9,600 billion VND).

During this period, the city plans to complete the construction of six grade-D apartments that have been relocated and dismantled in the 2016-2020 period. At the same time, the city will complete the relocation and dismantling of the remaining eight grade-D apartments, which have not been or are being relocated unfinished. In addition, the city also plans to allocate a budget of 500 billion VND to repair and renovate the remaining 246 old apartments.

According to the city’s housing development plan for the period 2021-2025, the city has launched a list of 47 investment projects to build social housing with a total of 35,000 units. Of these, 10 projects are from the land fund of 20% social housing in commercial housing projects. Up to now, the city has had four projects with a land fund of more than 7 hectares using 20% ​​of the land fund of commercial housing and has provided more than 4,900 social housing units.

In the plan to 2025, the development of social housing of the city is concentrated throughout the city. In which, developing projects in the central area (district 1, district 3) to facilitate the relocation and resettlement of urban embellishment and public utility projects.

The Department of Construction said that with the above plan, nearly 37,700 billion VND is needed to develop social housing. In which, the capital used for lending in this period accounted for 70% of the total investment (more than 26,500 billion VND).
