Proposing businesses not to issue separate invoices when reducing VAT

The Ministry of Finance recommends that businesses issue an invoice with different tax rates, instead of having to separate goods and services for VAT reduction.

The draft Decree amending Resolution 15 on the issuance of VAT reduction invoices has just been completed and consulted by the Ministry of Finance. Accordingly, the new regulation in the draft allows business establishments to issue an invoice with different tax rates, but it is necessary to specify the tax rate or percentage of VAT to be reduced for each goods and service on bill.

From February 1 of this year until the Decree takes effect, the Ministry of Finance also proposes that businesses do not have to readjust and not be sanctioned for administrative violations on taxes and invoices.

This proposal was made when in the process of reducing value added tax (VAT) from 10% to 8% according to Decree 15, many businesses said that they had problems because they had to make separate invoices for goods. VAT reduction service.

With the same customer, some businesses must make two separate invoices, one with the tax rate of 8% and 1 female Other tax rates (5%, 10%) should incur many costs (accounting personnel take a long time, it costs money to use invoices).

As in Ho Chi Minh City, the Coopmart supermarket system reflects the use of more than 10,000 e-invoices per day. It is unnecessary and expensive to issue a separate invoice for goods subject to 8% VAT when the supermarket has long issued a common electronic invoice for many goods subject to different VAT rates.

Many businesses such as trade centers, shipping agents, etc. also face similar difficulties.

Previously, on February 22, Deputy Prime Minister Le Minh Khai assigned the Ministry of Finance to consider the recommendations and reflections of associations and businesses in the process of issuing VAT reduction invoices.
