Along with the establishment of the Digital Platform Evaluation Council to serve the people in 2022, the Ministry of Information and Communications has also just issued the criteria framework and process for identifying these digital platforms.
The Ministry of Information and Communications has just issued Decision 578 promulgating the Criteria Framework, establishing a Council and determining a digital platform to serve people in 2022.
Accordingly, the Criteria Framework for determining that Vietnam’s digital platform is capable of being widely deployed to serve the people (referred to as the digital platform serving the people) in 2022 includes four main groups of criteria: Criteria on eligibility legal entities and capacity of organizations and enterprises. Criteria on functions and features of digital platforms; Criteria on safety and network security; Other specific criteria for each specific situation and background.
The evaluation council to determine the digital platform to serve the people in 2022 is chaired by the Director of the Vietnam Institute of Software Industry and Digital Content.
The Council also has members including the Director of the Department of Informatization; Director of Information Security Department; leaders of the Legal Department, representatives of the Vietnam Digital Content and Parts Institute; representatives of the Department of Business Management, Department of Science and Technology, Department of IT, Vietnam Informatics Association, Vietnam Information Security Association, Vietnam Software and IT Services Association, Vietnam Digital Communications Association and representatives of other organizations. Ministries, sectors, enterprises and associations concerned.
Vietnam Institute of Software and Digital Content Industry is the permanent body of the Council, responsible for arranging the necessary working conditions to perform specific tasks at the request of the Council.
The Department of Business Administration is the general coordinating body, responsible for monitoring and urging the Council’s standing body to deploy and evaluate digital platforms serving the people; synthesize and verify the evaluation results, carry out procedures to submit to the leaders of the Ministry of Information and Communications for recognition.

Based on the Framework of Criteria to determine the digital platform serving the people and the characteristics and specific characteristics of the digital platform are evaluated, on the basis of consultation with the core enterprises to develop the corresponding digital platform. , the Council will determine specific criteria in case of necessity. In case of proposing additional specific criteria, the Council shall send it to the Department of Business Administration for appraisal and submission to the Leaders of the Ministry of Information and Communications for approval for implementation.
The Council is also responsible for evaluating, reporting on results, and proposing recognition of digital platforms serving the people for the Minister of Information and Communications to consider and recognize.
Previously, in guiding ministries, branches and localities to a number of important tasks on digital transformation in 2022, the Ministry of Information and Communications clearly stated that the orientation throughout 2022 is to bring activities of people and businesses up. digital environment through popularize the use of Vietnamese digital platformshelping people and businesses directly enjoy the convenience and benefits of digital transformation.
Specifically, popularizing the use of e-commerce platforms for people and agricultural production households and individual business households; Universally using online teaching platforms, guiding people to actively use digital platforms for learning and reviewing subjects on natural sciences, foreign languages, digital skills, soft skills ;
Universal use of digital platforms to support personal health advice, direct connection between people and doctors in accordance with the law, use of digital platforms to support remote medical consultation and treatment of diseases institute; Universalize the use of other digital platforms to serve people’s essential needs such as communication, entertainment, tourism, travel, dining and ensuring network information security.
