Hanoi is placing high expectations on urban development on both sides of the Red River

In terms of planning orientation, the Red River urban subdivision has the main function of being a flood drainage space of the Red River, the section through the central urban area defined in the Hanoi Capital Construction General Planning to 2030 and a vision. to 2050.

Planning in flood drainage space from grade 1 dike (left bank) to special grade dike (right bank) is based on the following principles: Do not improve existing dike routes, do not build new dikes; does not narrow the flood drainage space, does not propose a new dike solution in the old dike (the new dyke drainage space in the old dike drainage space); does not change the objectives and standards for flood prevention and control of the river system approved by the Prime Minister in Decision No. 257/QD-TTg dated February 18, 2016.

The planning also aims to form the cultural spatial axis – ecological landscape of West Lake-Co Loa; renovating, embellishing, and rebuilding the existing residential system, which exists and is protected according to the master plan on flood prevention and control and the master plan on dikes of the Red and Thai Binh river systems; preservation of monuments and architectural works of historical value, combined with exploitation of new development land fund, creating an urban appearance on both sides of the Red River.

The master plan has 3 main segments, including: The segment from Hong Ha bridge to Thang Long bridge (section R1-R2): An area for ecological spatial development, nature conservation on the basis of suburban villages. gradually urbanized and the land, agricultural land (growing vegetables, crops, ornamental plants…) of the districts of Me Linh, Dong Anh, Dan Phuong, Bac Tu Liem. The segment from Thanh Tri bridge to Me So bridge (section R5): is the central ecological space of the Red River urban subdivision, with agricultural areas for vegetables, ornamental plants, and aquaculture areas. along with traditional agricultural villages and historical monuments. This area is oriented to preserve and restore natural and cultural values ​​for tourism and develop multi-functional areas associated with commercial, service, transportation activities (Thanh Tri port, Bat Trang), Bat Trang craft village.

In this zoning plan, Hanoi has studied the planning of 8 Red River banks. In which, 6 new areas are studied and built at the rate of 5% (about 1,590 ha) including: Thuong Cat – Lien Mac, Hoang Mai – Thanh Tri, Chu Phan – Trang Viet, Dong Du – Bat Trang, Kim Lan – Van Duc. Particularly, the area of ​​Tam Xa-Xuan Canh is studied and built at the rate of 15% (about 408 ha).

Regarding traffic in the planning area, for roads, two new urban trunk routes will be built along the Red River. Specifically, the Hong right bank axis from Hong Ha bridge to Thanh Tri bridge is planned with a cross-sectional scale with at least 4 motorized lanes and 2-4 mixed lanes. Hong left bank axis from Thuong Cat-de Ta Hong bridge-Vinh Tuy bridge-Thanh Tri bridge is planned with a cross-sectional scale of 40-60 m (6-10 lanes).

The dike routes passing through the inner city (Au Co, Nghi Tam, Yen Phu, Tran Nhat Duat, Tran Quang Khai, Tran Khanh Du, Nguyen Khoai streets) grade are inter-regional roads with scale of 4-10 lanes. Other major urban and inter-regional roads have a width of 40-50m (6-8 lanes). In particular, the project identifies the new construction of 6 road bridges across the Red River, including: Hong Ha Bridge and Me So Bridge on Ring Road 4 (size of 6 express lanes, 2 mixed lanes); Thuong Cat Bridge and Ngoc Hoi Bridge on Ring Road 3.5 (6 motorized lanes, 2 mixed lanes); Tu Link Bridge connects urban trunk roads along the corridors on both sides of the Red River (6 motorized lanes, 2 mixed lanes); Tran Hung Dao bridge connects Tran Hung Dao street to Long Bien district area (6 motorized lanes, 2 mixed lanes).

The Hanoi People’s Committee has just issued Decision No. 1046/QD-UBND approving the urban subdivision planning of Duong river (R6) (section from Bac Cau bridge to Phu Dong bridge), scale 1/5000.

According to the specific study planning, scope and boundaries: The North and Northeast borders on the left bank of Duong River and urban subdivision N9 (in the districts of Dong Anh, Gia Lam); The South and Southwest borders on the right bank of Duong river (in Long Bien district); The West borders Bac Cau Bridge and the Red River urban subdivision; The South and Southeast borders on urban subdivision N10 and Phu Dong bridge.

The study area is about 1,152 ha. The maximum population by 2030 is about 8,296 people. This area will complement the central landscape of the area north of the Red River, where the focal works of waterways, ecological corridors and protective trees will be located.

This is also an area with a land fund to develop on both sides of the river in the direction of ecological trees, combining tourism, preserving and maintaining the natural landscape to create a face for urban subdivisions, combining with renovation. embellishing and rebuilding existing residential villages, preserving valuable monuments and architectural works.
