College tuition fees increase steadily

From 2022, tuition fees of higher education institutions will be increased according to the provisions of the Government’s new Decree on tuition fee collection (Decree No. 81). In the context of the current epidemic, the increase in tuition fees is clearly a burden for many learners.

According to Decree 81, from the academic year 2022 – 2023 to the academic year 2025 – 2026, the tuition fee ceiling for non-autonomous public higher education institutions is regulated for each sector with the level of 1.2 – 3.5. million VND/month.

Compared to the academic year 2021 – 2022, the tuition fee for the academic year 2022 – 2023 has skyrocketed (except for majors II, Arts). Especially, sector VI.2 (Medicine) increased by 71.3% (currently at the ceiling of 1.43 million VND/month, it will increase to 2.45 million VND/month). Most of the remaining sectors (except for Industry II) increased by more than 20% to nearly 30%, while industry IV (Life Science, Natural Science) had a more moderate increase, 15.3%.

In the following school years, the schedule for increasing tuition fees is also clearly specified in Decree 81 so that learners have a basis to monitor and consider choosing an appropriate career. In fact, in the same school, the tuition fees are not the same, so learners need to make accurate decisions, avoiding the situation of being interrupted in the middle of the road just because they cannot afford the tuition fees they have to contribute.

Another important note is that the roadmap to increase tuition fees of universities depends on the implementation of autonomy because, according to regulations, with public higher education institutions level 1 autonomy (ensure recurrent expenditures), Tuition fees are determined to be a maximum of 2 times the tuition fee ceiling of the above-mentioned non-autonomous schools, corresponding to each sector and each academic year.

Self-governing public universities level 2 (ensure recurrent and investment expenditures), tuition fees are determined up to 2.5 times the ceiling of tuition fees for non-autonomous schools mentioned above.

Recently, according to the announcement of Thu Dau Mot University, the tuition fee from the second semester of the academic year 2021-2022 will increase by about 20% compared to before. The reason given by the school is that from January 1, the school officially became financially self-sufficient. The group of Education, Economic Management, Humanities and Social Sciences at the old level (first semester of the academic year 2021 – 2022) averaged 408,500 VND/credit, the new level (from the second semester) was 490,000 VND/credit . For the group of natural sciences, engineering technology, architecture…, the old average is 487,500 VND/credit, the new level is 585,000 VND/credit.

The University of Social Sciences and Humanities, Vietnam National University, Ho Chi Minh City has also announced a project to renovate the operating mechanism towards autonomy. Specifically, the tuition fee for the academic year 2022-2023 will be twice as high as before.

For the Social Sciences group, from 16 million to 20 million dong/student/year, the language and tourism group is 21-24 million dong/student/year. Particularly, the high-quality program’s tuition fee will be three times higher than the ceiling fee for the mass program, which is expected to be 60 million VND/student/year.

In addition, right from this school year, the three member schools of Vietnam National University, Ho Chi Minh City, have also been transformed into autonomy with new tuition fees. University of Economics and Law, the mass system is 18.5-20.5 million VND/year (the old level was 9.8 million VND), the high-quality system is from 29.8 to 46.3 million VND/year. Affiliate program is about 39 million VND/semester.

Polytechnic University, the mass system is 25 million VND/year (the old level was about 12 million VND). And the high quality English reinforcement class is 66 million VND (the old level is about 30 million VND). The University of Information Technology also has a revenue of 25-45 million VND/year depending on the training program.

“High tuition fees will be different, and the training program framework will be better. But that does not mean that students who graduate from school will have good jobs. Because it depends on each person’s knowledge and skills.”

Don’t “close your eyes” to choose a school

Nguyen Ngoc Thang, a final year student at Hanoi University of Science and Technology, said that he had borrowed money from the Bank for Social Policies since his first year. The annual loan amount is 25 million VND, which is not enough to pay tuition fees, so he has to ask for more family and work part-time to pay for living expenses.

Dr. Nguyen Thanh Binh, Head of the Department of Political Affairs, Students of the University of Natural Sciences, Vietnam National University, said that an industry has many training schools, among which there is an autonomous school, so the tuition fee is very high. There are schools with standard programs, so the tuition fees are more appropriate. Therefore, students consider tuition fees and training programs to suit their family’s circumstances.
