Prime Minister: Don’t let power source imbalance happen

Prime Minister Pham Minh Chinh requested ministries and branches to coordinate and operate in a synchronous manner, to avoid an energy crisis or lack of electricity for production and consumption.

This requirement was stated by the Government leader when chairing a meeting on electricity supply, coal and gas supply for electricity production in 2022 and the following years, on April 3.

Recently, the lack of coal and gas for electricity production subject to objective and subjective influences. The objective reason is that the epidemic, transportation costs, the price of materials and input materials for the world’s production have increased… have affected the supply of coal for electricity.

But the subjective reason is that the management and coordination among ministries, the State Capital Management Committee … are not close and synchronous. Forecasting and formulating plans on output, progress, demand, etc. for energy are not close to the situation and have not been promptly adjusted when there are changes. At the same time, input material prices and output electricity prices have not been adjusted in time to match the economy.

The Prime Minister emphasized the goal “to ensure a great balance in electricity and energy, not to lose the balance of power sources, to have an energy crisis, to meet production and consumption requirements”.

Opinions at the meeting said that Vietnam has enough potentials, conditions, foundations and solutions to ensure a large balance of electricity and energy. In general, Vietnam is not short of electricity, but there may be local electricity shortages at some point in time.

Electricity of Vietnam (EVN) said that the South and Central regions basically ensure electricity supply, but the North may experience a shortage of peak capacity during the peak of heat (May and May). ,6 and 7).

According to experts, if the limitations and shortcomings can be overcome, proactively and closely coordinate between the operating and management agencies, it is “indispensable to lack electricity, including local electricity shortages”.

Prime Minister Pham Minh Chinh said that ensuring a large balance in electricity is very important, so solutions to ensure a balance in electricity for production and people’s daily life, with reasonable prices.

“It is necessary to promote domestic production, strengthen the autonomy and self-reliance of the electricity industry, reduce dependence on external sources, and reduce imports. To do so, there must be both immediate and temporary solutions, as well as immediate solutions. a radical, long-term solution,” he emphasized.

In the short term, the Prime Minister requested to focus on exploiting all possible capacity in oil, gas and coal; continue to adjust the power source accordingly where there may be a shortage. The import must be reasonable, not to adversely affect the large balance of import and export, minimize the trade deficit and increase the trade surplus.

In the long term, it is necessary to aim for sustainable development, strengthen the development of renewable energy, in line with the trend of the world and the conditions of Vietnam.

Another solution is to solve the relationship between input material prices and output electricity prices according to the market mechanism regulated by the State; control inflation, carefully calculate the impact on the macro-economy.

“Continue to review, propose and perfect mechanisms and policies for production, business, and supply of electricity, coal, gas, and renewable energy sources to ensure energy security,” the Prime Minister said. .

He also suggested that the Ministries of Finance, Industry and Trade, Natural Resources and Environment, and the Committee for the Management of State Capital at Enterprises must closely follow the situation, when problems, fluctuations, and adverse impacts appear. Within the scope of state management, it is necessary to have measures, tools, and propose appropriate intervention and handling solutions.

These agencies must also promote the sense of responsibility, actively coordinate, check and urge, all for the common development, avoiding local interests, group interests; anti-negative, wasteful, “please-give”, “sub-license” in the energy industry.
