Previously, until the end of March, there were 1,000 people who were vaccinated against COVID-19 at Bach Mai Hospital and who needed vaccine passports for business travel, tourism… had been given passports. This is the first person in Vietnam to be granted a vaccine passport.

According to the Ministry of Health, initial trials show that the order of issuance according to regulations issued by the ministry in December 2021 ensures the smooth issuance of vaccination certificates in an international standard format for people in need.

Nguyen Ba Hung, Deputy Director of the Health Data Center, Information Technology Department, Ministry of Health, said a vaccine passport is basically a vaccination certificate against COVID-19 virus deaths.

This certificate includes 11 pieces of information, complete with information on the person being vaccinated including: Full name; date of birth; nationality; disease that is the target of certification; the number of injections received; injection date; dose number; vaccine; vaccine products; vaccine suppliers or manufacturers; certificate number.

People who have been vaccinated against COVID-19 and have been entered by the vaccination facility into the system will be issued a vaccine passport with information corresponding to the number of injections.

More Mr. Hung explained that the essence of an electronic vaccine passport is that every citizen will have a QR code similar to the QR code on the current PC-Covid application, except that this passport code uses the standards of The World Health Organization (WHO). ) and the European Union (EU) can verify information when traveling abroad.

In the next week, the Ministry of Health will issue a guide document for the implementation of the issuance of vaccine passports for the public. Vaccine passports are technically valid for 12 months. When the above time limit expires, the system will automatically generate a new QR.

Concerned about the fact that people have been vaccinated against COVID-19 but there is still no information about the system or the number of injections has not been sufficiently updated, Mr. Hung recommends that people need to submit feedback to the vaccination system. for data updates, or contact the immunization facility directly for updates. If there is no data on the system, the vaccine passport will not be issued.

For those who have received 3 doses of the COVID-19 vaccine, which has been fully updated on the national vaccination system, but due to 2 different vaccination facilities, how will the vaccine passport be issued? Mr. Hung said the vaccination facility would be responsible for signing and authorizing the injections given by the facility.

“The Department of Preventive Medicine (Ministry of Health) will carry out digital signatures centrally on injections and the public will receive QR codes without having to do anything else. Even if the vaccination certificate is lost, it is in the system. If the system has been updated, it will not affect the issuance of vaccine passports,” explained Deputy Director of the Medical Data Center.

In the case of entering or traveling to countries around the world that can use this vaccine passport, Mr. Hung recommends that people who enter should study the country’s regulations on vaccine types and number of injections.

According to the Ministry of Foreign Affairs announcement, as of March 17, 17 countries had received Vietnam’s vaccine passports, including the US, Great Britain and Northern Ireland, Japan, Australia, Belarus and India. , Philippines, Cambodia , Maldives, Palestine, Turkey, Egypt, Sri Lanka, New Zealand, Singapore, Saint Lucia and South Korea.

“It depends on the regulations of each country receiving the vaccine and the number of doses. The public needs to know the information before entering. Vaccine passports can be used in any country, especially the Ministry of Foreign Affairs. and the Ministry of Information and Communications are still coordinating the negotiations and will have official information,” Hung said.

According to the Information Technology Department, Ministry of Health, there are currently around 80 million injections of the COVID-19 vaccine that have incorrect citizen identity information or have not been entered into the system. The Ministry of Health recently sent documents to provincial and municipal People’s Committees asking the Ministry of Health to coordinate with the provincial police to review, verify and include additional information.

The system only issues vaccine passports to residents whose information is verified with the National Population Database.

“For people who have been vaccinated, if the information has not been updated in the system, it is necessary to contact the injection facility or reflect on the information on the portal. The Ministry of Health will strengthen the directives. , urged the facility to handle public complaints. to protect the interests of society. The public completely and accurately declares information to ensure their interests related to the issuance of paper certificates and the issuance of electronic certifications”, recommended the Deputy Director of the Medical Data Center.
