The draft treaty with Ukraine is not ready for discussion at the highest level

According to the delegation leader Russia Vladimir Medinsky, the Ukrainian side has become more pragmatic in its approach to issues related to the country’s neutrality and non-nuclear regime, but the draft treaty is not yet ready to be submitted to the summit. .

Commenting on the words of a member of the Ukrainian delegation David Arakhamia, who said that “Russia accepts Ukraine’s position, except for Crimea”, Mr. Medinsky noted that “in fact, the issues have been agreed, specifically could be Ukraine’s neutral, non-aligned and non-nuclear regime, refusal to deploy foreign troops, bases, any offensive weapons, development and production of weapons of mass destruction; conducting exercises with the participation of foreign armed forces only with the permission of the guarantor states (including Russia), as well as the creation of a system of international security guarantees give Ukraine neutrality – all the agreements reached in Istanbul are what Russia has been constantly looking for since 2014.”

Medinsky said that negotiations between the Russian and Ukrainian delegations will continue on Monday, and work on the text of the agreement and between the delegation heads is carried out remotely on Friday and Saturday.

Previously, on March 29, in Istanbul-Turkey, the first round of direct negotiations between the Russian and Ukrainian delegations took place after more than three weeks. The Russian side assessed the results of this round of talks as “positive progress”. As the head of the Russian delegation Medinsky stated about the outcome of the meeting, the written proposals of Kiev, which were presented at this meeting, contained provisions for Ukraine’s refusal to join NATO and for nuclear weapons, as well as determining the country’s non-binary status.
