Deputy Minister of Health Tran Van Thuan said that up to now, the coverage of COVID-19 vaccine in Vietnam has reached a very high level in the region and internationally. Vietnam is currently one of the six countries with the highest vaccination coverage rate in the world. According to statistics on the COVID-19 vaccination portal, as of April 1, the country has injected more than 206 million doses of the vaccine against COVID-19. The coverage rate of COVID-19 vaccine for people aged 18 years and older with 1st dose is nearly 100%, 2nd dose is 99%, and the rate of people who have received 3rd dose is about 50%. For people 12 to 17 years old, the rate of 1st shot is 99% and 2nd shot is 94%. The Ministry of Health and localities are also preparing to vaccinate children from 5 to under 12 years old in early April 2022.

Carrying out the tasks assigned by the Government, on December 20, 2021, the Ministry of Health issued Decision No. 5772/QD-BYT on the form and process for the issuance of “vaccine passports”. Immediately after that, the Ministry of Health coordinated with the Ministry of Information and Communications and related units to build functions on the COVID-19 Immunization Management Platform, related systems for digital signing and issuance of “Passports”. vaccines”. Up to now, the systems are ready for the implementation of “Vaccine Passport” for people. At the same time, the Ministry of Health held a nationwide online conference to guide the implementation of the issuance of “vaccine passports”, thoroughly grasping the supplement and authentication of COVID-19 vaccination information.

According to Director of the Information Technology Department, Ministry of Health Do Truong Duy, so far, the preparation for the issuance of “vaccine passports” has been basically completed, people have been vaccinated, accurately declared information and If the vaccination facility has entered the data on the vaccination system, the correct information is verified with the National Population Database, and a “vaccine passport” will be issued without having to carry out any further procedures. The “vaccine passport” will be displayed on the Electronic Health Book application, PC-Covid or looked up on the Portal of the Ministry of Health. For people who have not been granted a “vaccination passport” because of missing/wrong information, they need to contact the vaccination facility to be supplemented and updated.

The vaccine passport application process consists of 3 steps. First, vaccination facilities review, verify and authenticate information on the vaccination management platform. After verification, vaccination facilities validate vaccination data with a digital signature. At this step, depending on the actual situation, localities can assign the Department of Health or the Center for Disease Control of the province, the vaccination facility to be responsible for approving the information. Finally, the Department of Preventive Medicine (Ministry of Health) is responsible for approving people at the end of the day, also by digital signature.

People receive vaccine passports, displayed on the COVID-19 PC application or the electronic health book. If not using the two applications mentioned above, people can look up on the website of the Ministry of Health by entering 4 information: full name, date of birth, gender, citizen identification, date of last injection, then declare personal email to receive passport. The lookup website is scheduled to launch this week.

Prepare necessary conditions, ready to issue vaccine passports to people

Concluding the conference, Deputy Minister of Health Tran Van Thuan assigned the Information Technology Department to absorb the opinions of localities and units, urgently finalize and submit to the Ministry’s leadership for promulgation guidance on the implementation of “household” level. screening vaccines”. The Deputy Minister also requested vaccination facilities across the country to seriously review, supplement and authenticate COVID-19 vaccination information, enter complete and accurate Covid-19 vaccination data on the website.
