In response, Mr. Le Cong Thanh, Deputy Minister of Natural Resources & Environment, said that one of the reasons why investors choose land, gold, etc. as an investment channel and shelter assets is the epidemic in the past two years. disrupting domestic and global supply chains, affecting investment and production.

But many investors take advantage of the period when localities develop master plans and plans on land use to buy, collect, and sell plots in contravention of regulations to gain illicit profits. In addition, some places have not strictly implemented auctions.

“There is a phenomenon of information disclosure, collusion between the organization conducting the auction and the participant…”, Mr. Thanh said.

The phenomenon of local increases in land prices in some localities, according to the Deputy Minister of Natural Resources and Environment, has lost the advantage of attracting investment capital, disrupting land use planning and plans and affecting the economy. macro.

Therefore, he said, it is necessary to amend and supplement the Law on Property Auction, which more specifically regulates the auction of land use rights.

The fever in the price of project land and land plots occurred since the beginning of last year in a number of provinces and cities such as Long An, Binh Duong, Dong Nai, Binh Phuoc, or Thanh Hoa, Nghe An… but by the middle of the year, it was low. heat after the intervention of local authorities.

However, late last year and early this year, land fever returned in some localities.

Land fever re-emerged despite the fact that the authorities had many inspection teams in localities to better manage land auction activities and prevent the recent land price irregularities.

Localities are also constantly asked to closely manage real estate projects, especially those formed in the future; the project transfer… The Ministry of Natural Resources and Environment also recommends that localities strictly implement the transfer of land use rights, change the land use purpose, strictly manage the separation of parcels… This is to help collect revenue. Real estate tax, control virtual transactions of land and real estate prices.

Regarding the extension of time for the implementation of Resolution 42 of the National Assembly on handling bad debts, Deputy Governor of the State Bank Dao Minh Tu said this is to avoid a legal gap while the regulator studies and develops a separate law on handling bad debts of the economy, not only the banking sector. . “If the bad debt settlement time is not extended according to Resolution 42, there will be no legal basis for handling bad debts,” Mr. Tu informed.

After 5 years of handling and implementing Resolution 42, VND 380,000 billion of bad debts were handled.

Currently, the State Bank has submitted and approved this extension by the Government. At this point, the competent authorities will submit to the National Assembly Standing Committee for assessment and submission to the National Assembly.

Regarding credit growth, according to the Deputy Governor, the first three months of the year recorded an increase of more than 2 times compared to the same period in 2021, reaching 5.04%. This shows that the production and business activities of enterprises and households have recovered. Depending on the actual situation from now until the end of the year, the State Bank will study and adjust credit growth to match monetary policy objectives, macro stability, and inflation.
