Mr. Nguyen Manh Khoi, Deputy Director of the Department of Housing and Real Estate Market Management, Ministry of Construction, said that one of the highlights of Decree 69 is the regulation on cases in which apartment buildings must be demolished to rebuild. or other works as planned. “In case of urgent demolition but not yet approved in the renovation and construction plan, the competent authority must immediately relocate the households, then add this case. into the local renovation and rebuilding plan,” said Mr. Nguyen Manh Khoi.

Many districts have not paid enough attention

At the Conference, many districts with apartment buildings in the area of ​​renovation and reconstruction and investors interested in renovating old apartments shared about the difficulties in this activity. The representative of Ha Dong District People’s Committee informed: In the district, there are many multi-owned apartments, including those of the people, the state, and businesses… that have not been issued with a red book. There are apartment blocks that used to be under the management of the police, the army, etc. “So these types of things are included in the review?”, a representative of Ha Dong district asked.

Also with the same question, the representative of Thanh Xuan District People’s Committee asked a question about how the cost of inspection is calculated? In addition, the area also has characteristics such as old houses with load-bearing brick walls, sticky rice, people’s houses have built 4, 5 floors… are they inspected or not?

Many investors believe that Decree 69 stipulates the compensation coefficient K for each area issued by the Provincial People’s Committee, but until now, Hanoi city has not issued the compensation coefficient, leading to a whole year of investors not plan to work with the people. “This is a very inadequate thing, slowing down the investment progress, and it is recommended that the city immediately issue a compensation coefficient so that the investor has a basis to work with the people,” an investor suggested.

Head of Urban Development Department, Hanoi Department of Construction, Bui Tien Thanh, said that in order to renovate and build old apartments, the responsibility of districts is very important for investors to access early. the projects. Recently, the Department of Construction and the Department of Planning and Architecture have reviewed 15 districts, thereby finding that the responsibility for implementing the project has not been paid due attention.

Mr. Thanh suggested that the district should immediately set up a steering committee for apartment renovation to take advantage of the direction of the party committee to participate; Establishment of a Resettlement Support Appraisal Council. At the same time, develop thematic plans and master plans, on that basis, assign specific tasks to affiliated units.

As for the question about the compensation coefficient K, the Department of Construction said that the unit is building coefficients for each region based on the Capital Construction General Planning. The draft will be sent to the departments next week for comments, then get feedback from the agencies and mass organizations, ensuring publicity and transparency.
