Issuing vaccine passports from 15/4

A representative of the Information Technology Department, the Ministry of Health said that localities will confirm vaccination information with digital signatures from April 8 – a mandatory condition to be issued a vaccine passport.

The Ministry of Health started issuing vaccine passports to people from April 15. “People will not be issued a vaccine passport if the vaccination information is incorrect, the injection is missing, and there is no need to carry out any other procedures,” a representative of the Information Technology Department shared at the conference on household registration. He showed the vaccine on the morning of April 4, and at the same time reminded people to check their vaccination information right now to reflect inaccurate points.

Vaccine passport form has been issued by the Ministry of Health since December 2021, has 11 information fieldsincluding full name, date of birth, disease, number of injections, injection date, dose, vaccine product… The information is packaged in 2D QR code format.

According to a representative of the Department, vaccine passports are used in conjunction with identification documents such as identity cards, passports, etc. The identity information of people is not packaged in QR codes for security, to avoid disclosure errors. personal information leak. QR codes expire 12 months from the date of creation. When the code expires, people will be notified and automatically generate a new QR code to use.

Vaccine passport issuance process includes 3 steps. First, vaccination facilities review, verify and authenticate information on the vaccination management platform. This data will be digitally authenticated by the vaccination facility. At this step, depending on the actual situation, the locality can assign the Department of Health or the Center for Disease Control of the province, the vaccination facility to approve the information. Finally, the Department of Preventive Medicine (Ministry of Health) is responsible for approving people at the end of the day, also by digital signature.

People receive vaccine passports, displayed on the Covid-19 PC application or the electronic Health Book. If not using the two applications mentioned above, people can look up on the website of the Ministry of Health by entering 4 information: full name, date of birth, gender, citizen identification, date of last injection, then declare personal email to receive passport. The lookup website is scheduled to launch this week.

The previous Ministry of Health piloting the issuance of vaccine passports for those who have been vaccinated against Covid-19 at three central hospitals including E, K and Bach Mai (Hanoi). As of April 4, Bach Mai Hospital has certified 2,013 records, equivalent to about 6,000 injections. Ho Chi Minh City piloted the issuance of vaccine passports to people who had been vaccinated at Gia An 115 General Hospital, until April 2, certifying 425 records. The Department of Information Technology does not release the number of vaccination records at other certified pilot hospitals.

The representative of the Department also said that “the establishment that enters the injection data is responsible for signing and approving the vaccination information”. The Ministry of Health coordinated with the Ministry of Foreign Affairs to continue negotiating the content of using and validating vaccine passports, vaccination data, completing the search page…

Statistics from the Covid-19 Vaccine Immunization Portal, as of April 1, the country has injected more than 200 million doses, of which 100% of people aged 18 years and older have had the first dose, 99% have received the second dose, about 50 % had the third injection. For people 12 to 17 years old, the rate of the first dose is 99% and the second dose is 94%.

However, according to data from the Ministry of Public Security, the vaccination management platform records about 42 million injections that have not been entered or lack basic information.
